VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees February 8, 2022 Present: Trustees – Samuel Vaillancourt, Sandra Ferland, Leonard Charron, Eli Gabuzda, Heather Moore Staff – Jonathan Elwell, Abbey Miller, Gary Denton Guests –Gerald Varsey (NWTV), Ellen Stanley, David Tryhorne, Jim Cameron, Elisabeth Nance (FCIDC), Jesse Woods Meeting was called to order by Samuel Vaillancourt, Chair at 6:30pm 1. Modifications/Changes to Agenda There were no modifications to the agenda. 2. Public Comment There was no public comment. 3. Review/Approval Minutes January 25, 2022, Special Meeting February 1, 2022 A motion was made by Sandra Ferland to approve the minutes as written. Seconded Eli Gabuzda. Unanimous. 4. Downtown Transportation Fund Grant Application Request, FCIDC and E.I. Jim Cameron provided an example of the Dickinson Ave and Main Street crosswalk proposal that the Enosburg Initiative has been working on. The groups preferred design comes from one of the options in the Vital Village Scoping Study completed in October of 2021. The proposal would put in a crosswalk on the North side of Dickinson Ave and install moveable planters. The Enosburg Initiative group has teamed up with FCIDC for assistance on writing and applying for the Transportation Fund Grant that is due March 7th, 2022. The Enosburg Initiative group will be meeting later in the week and will draft a final proposal to put before the Trustees at the next meeting. 5. American Legion, Post #42 Request for Banners/Depot Street Village Manager Jon Elwell discussed further the request from the American Legion for banners to be hung on Depot Street. Jon Elwell expressed that Head Line Technician David Westcom is on board with the project. A motion was made by Eli Gabuzda to allow the banners to be hung on Depot Street, provided the American Legion needs to get their own brackets for the banners. Seconded by Sandra Ferland. Unanimous. 6. Request for Water Allocations Property on Water Tower Road, Berkshire, VT A motion was made by Eli Gabuzda to approve the two-water allocation request for the new residences being built on Water Tower Road provided that ALL requirements set forth in the memo from Public Works Director Gary Denton are met. Seconded by Leonard Charron. Unanimous. 7. Traffic Ordinance Amendments A motion was made by Eli Gabuzda to approve the Traffic Ordinance Amendments as written. Seconded by Sandra Ferland. Unanimous. 8. Noise Ordinance Amendments Page 1 of 3 VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees February 8, 2022 A motion was made by Sandra Ferland to approve the Noise Ordinance Amendments as written. Seconded by Leonard Charron. Vote was 4-1 to approve with Eli Gabuzda abstaining from voting. Heather Moore requested that the Amendments be posted on Facebook and Front Porch Forum in addition to the required posting places. 9. Town of Enosburgh Request for Rescue Service Assistance, ARPA Funds A motion was made by Eli Gabuzda to accept the Town of Enosburgh’s request for use of the Village of Enosburg Falls ARPA Funds to help offset the one-time cost increase for the Enosburgh Ambulance Service. Seconded by Leonard Charron. Unanimous. 10. Road Paving Projects, VT Municipal Bond Bank Documents Approval A motion was made by Sandra Ferland to adopt and approve the Resolution and Certificate and all documents required for closure of the Village of Enosburg Falls requested Paving Project Bond with the Vermont Bond Bank. Seconded by Eli Gabuzda. Unanimous. 11. SQRP Report Village Manager Jon Elwell reviewed the year end SQRP Report with the Trustees. The Village of Enosburg Falls did well in meeting their performance measures, just slightly missing their customer average interruption duration (CAIDI) number by .1%. 12. Manager’s Report Franklin Foods Motion to Intervene – Per the request of the Board at the January 25, 2022 meeting, a Motion to Intervene with the PUC regarding the Digester project has been filed. Minute Taker – Informational Meeting – Kelee Maddox was contacted to see if she would be available to write the Village’s minutes for the informational meeting to be held on March 7, 2022 and she has agreed she would. Cancel Board Meeting March 8, 2022 – To avoid confusion with the Australian Ballot process, Jon Elwell asked if the Trustees would like to cancel the scheduled March 8, 2022 meeting like had been done last year. After a brief discussion the Trustees decided that the March 8, 2022 meeting would be cancelled. 13. Other Business There was no other business discussed. 14. Executive Session: For the Purpose of Discussing Negotiations in Which Premature Public Knowledge May Compromise the Position of the Municipality. Eli Gabuzda made a motion to enter Executive Session for the purpose of discussing negotiations in which premature public knowledge may compromise the position of the Municipality. Seconded by Leonard Charron. Unanimous. The Board entered Executive Session at 7:30pm. Jon Elwell left the meeting at this time. Eli Gabuzda made a motion to re-enter the Board’s Regular Meeting. Seconded by Sandra Ferland. The Board re-entered their Regular Meeting at 8:50pm. Page 2 of 3 VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees February 8, 2022 As a result of discussions in Executive Session, David Tryhorne has been appointed to the Village Manager Hiring Committee. 15. Adjourn There being no other business to come before the Board at this time, Eli Gabuzda made a motion to adjourn. Seconded by Leonard Charron. Unanimous. The meeting adjourned at 8:51pm.
