Meeting of the Board of Trustees
October 11, 2022
Present: Sam Vaillancourt, Eli Gabuzda, Sandra Ferland, Leonard Charron, Heather Moore
Staff – John Dasaro, Abbey Miller, Laurie Stanley
Guests – JR Cox (NWTV), Brenda Stanley, Jesse Bugbee
Meeting was called to order by Sam Vaillancourt at 7:06 PM
1. Modifications/Changes to Agenda
There were no changes.
2. Public Comment
There was no public comment.
3. Review/Approve Minutes September 27, 2022
A motion was made by Eli Gabuzda to approve the minutes as written. Seconded by Heather
Moore. Unanimous.
4. Lincoln Park Permit request Enosburg Rec/Library Halloween
A motion was made by Sandra Ferland to approve the Enosburgh Recreation Department and
Enosburgh Library Lincoln Park Use and Bandstand request for a Halloween event on October
29th, waiving any fee. Seconded by Heather Moore. Unanimous.
5. Abbey Wastewater USDA loan payoff request
A motion was made by Leonard Charron to approve Abbey Miller’s request to pay off a loan for
wastewater with USDA Rural Development, which the principal balance is $33,694.61.
Seconded by Eli Gabuzda. Unanimous.
6. Abbey budget discussion
Abbey Miller had a list of items to discuss with the Trustees regarding the direction they wanted
to go for the 2023 budget year. Discussions centered around equipment funds, highway
department mowing and snow removal equipment, staffing of highway department, bandstand
stairs and park maintenance.
7. Manger’s Report
➢ Brief update on the digging that took place on Main Street. This was not a Village
project but was overseen by Gary Denton. There were some issues that extended the
project by a day and any expense incurred by the Village supporting this project will be
billed to the project.
➢ Camera’s – looking further into the discussion of installing cameras in the Village.
➢ Water Main Leak – at the Corner of Archambault Street and Missisquoi Street there is a
small water leak that is scheduled to be repaired this week.
8. Other Business
Abbey Miller offered an update on the Historical Society after meeting with the Historical
Preservation. The meeting was very productive and outlined what should be done.

Abbey Miller also discussed the Villages two hydro buildings and what would need to happen to
complete the weatherization of Village #1 and upgrading the windows and doors to the Kendall
plant.
9. Executive Session for the Purpose of Discussing Negotiations in which Premature Public
Knowledge May Compromise the Position of the Municipality.
Eli Gabuzda made a motion to enter Executive Session for the Purpose of Discussing
Negotiations in which Premature Public Knowledge May Compromise the Position of the
Municipality. Seconded by Leonard Charron. Unanimous. The Board entered Executive Session
at 7:15pm.
Laurie Stanley exited Executive Session at 8:04pm.
Jesse Bugbee entered Executive Session at 8:04pm.
Jesse Bugbee exited Executive Session at 8:51pm.
Laurie Stanley re-entered Executive Session at 8:51pm.
Laurie Stanley exited Executive Session at 9:07pm.
Eli Gabuzda made a motion to re-enter the Board’s Regular Meeting. Seconded by Sandra
Ferland. The Board re-entered their Regular Meeting at 9:21pm.
There was no action taking as a result of Executive Session.
10. Adjourn
There being no other business to come before the Board at this time, Eli Gabuzda made a
motion to adjourn. Seconded by Sandra Ferland. The meeting adjourned at 9:21pm.
