VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees December 13, 2022 Present: Sam Vaillancourt, Eli Gabuzda, Sandra Ferland, Heather Moore, Leonard Charron Staff – John Dasaro, Abbey Miller Guests – Brian Dawicki (NWTV) Meeting was called to order by Sam Vaillancourt at 6:30 PM 1. Modifications/Changes to Agenda There were none. 2. Public Comment There was no public comment. 3. Review/Approve Minutes November 22, 2022 A motion was made by Eli Gabuzda to approve the minutes as written. Seconded by Heather Moore. Unanimous. 4. Trout River Dam Letter Review A motion was made by Sandra Ferland to approve the letter of support for the Trout River Dam. Seconded by Eli Gabuzda. Unanimous. 5. Heather Moore and Vermont Healthy Communities Heather Moore spoke about a pilot project called Vermont Healthy Communities and potential ways it could benefit the Village of Enosburg Falls. The Board supported looking into this project further and Village Manager John Dasaro stated he would reach out for more information. 6. Abbey Finance Director/Budget Reviews Discussions continued around FY23 budgets. Finance Director Abbey Miller stated that the draft for the Electric Department was still being worked on and a draft would be ready to present at the December 27th meeting. Updates were presented to the General Fund/Public Works budget. 7. Manager’s Report ➢ Holiday Event – thank you for participating and spending the time with the village employees ➢ John Dasaro will be speaking in January at the High School during an assembly to discuss some of the thoughts and ideas there were discussed at the safety committee meeting – and understand concerns high schoolers face 8. Other Business Leonard Charron brought up Duffy Hill Road and if there were any alternatives to the “S” curve.  VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees December 13, 2022 9. Executive Session for the Purpose of Discussing Negotiations in which Premature Public Knowledge May Compromise the Position of the Municipality. Sandra Ferland made a motion to enter Executive Session for the Purpose of Discussing Negotiations in which Premature Public Knowledge May Compromise the Position of the Municipality. Seconded by Eli Gabuzda. Unanimous. The Board entered Executive Session at 7:44pm. Eli Gabuzda made a motion to re-enter the Board’s Regular Meeting. Seconded by Heather Moore. The Board re-entered their Regular Meeting at 8:18pm. As a result of Executive Session Eli Gabuzda made a motion to approve the updated Personnel Policy with an effective date of January 1, 2023. Seconded by Sandra Ferland. Unanimous. 10. Adjourn There being no other business to come before the Board at this time, Eli Gabuzda made a motion to adjourn. Seconded by Heather Moore.
