VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees June 13th, 2023 Present: Sam Vaillancourt, Sandra Ferland, Eli Gabuzda, Leonard Charron, Heather Moore Staff – John Dasaro, Abbey Miller, Laurie Stanley Guests –NWTV, David Tryhorne, Kristieanna Stetson, Daniel Stetson, Heidi LeVell, Zoe LeVell, Nick Benson, Steffaney Sartene, Matt Ellis, Jesse Woods, Tim Joyal, Matt Burrington, Albert Deroshers Meeting was called to order by Sam Vaillancourt at 6:30 PM 1. Modifications/Changes to Agenda There were no modifications. 2. Public Comment There was no public comment. 3. Review/Approve Regular Meeting Minutes May 23rd, 2023. A motion was made by Eli Gabuzda to approve both sets of minutes as written. Seconded by Sandra Ferland. Unanimous. 4. Heidi, Barn Owl, - request for seating in the park for new restaurant The Bumble Bee Bistro that is going in on the corner of Main Street and School Street, they wanted to propose outdoor permanent seating in Lincoln Park. Their proposal is to only remove the seating prior to mowing. They would also need to utilize extension cords and power for their lights. The Trustees advised they would need to look into this further and establish a protocol as this is a new ask. 5. Sherri Underwood request for water/wastewater allocation for 104 Maple Park A motion was made by Eli Gabuzda to approve the request for additional water and wastewater allocations for 104 Maple Park. Seconded by Sandra Ferland. Unanimous. 6. Sign off on State revolving loan for Church Street Sewer The paperwork for the Church Street sewer project was reviewed and signed off on by the Trustees. 7. Jesse – Zoning to discuss food trucks and animal ordinance. It was decided to move this discussion to the executive session. 8. ATV’s – follow up discussion on ATV use in the Village. Discussion centered around potential routes for ATVs to have access to gas stations and restaurants within the Village limits. There were discussions for both sides, for and against allowing access. The Trustees asked VASA to put together proposed routes and for VASA to see if they could find access with private landowners to Parkside rather than Village roads. The Trustees will put this back on the agenda for July. 9. Manager’s Report  Hired a new Operator & Laborer to the Highway department, welcome to the team Dwight Robtoy! VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees June 13th, 2023  Dairy Days Parade – I wanted to thank the Lions Club for another successful Dairy Days event and the Village was excited and received a lot of positive feedback about the new plow truck. 10. Other Business Leonard asked about the bleachers that the Lions Club, if anyone within the community could get any use out of them, other Trustee members suggested reaching out to the school and the Rec Department. 11. Executive Session for the Purpose of Discussing Negotiations in which Premature Public Knowledge May Compromise the Position of the Municipality and for the discussion of a Personnel matter. Eli Gabuzda made a motion to enter Executive Session for the Purpose of Discussing Negotiations in which Premature Public Knowledge May Compromise the Position of the Municipality and for the discussion of a Personnel Matter. Seconded by Heather Moore. Unanimous. The Board entered Executive Session at 7:14pm. Eli Gabuzda made a motion to re-enter the Board’s Regular Meeting. Seconded by Sandra Ferland. The Board re-entered their Regular Meeting at 8:49pm. There was no action taken as a result of the Executive Session. 12. Adjourn There being no other business to come before the Board at this time, Eli Gabuzda made a motion to adjourn. Seconded by Leonard Charron. The meeting was adjourned at 8:50pm.
