December 26, 2023
Present: Heather Moore, Leonard Charron, Sandra Ferland and Eli Gabuzda Not Present: Sam
Vaillancourt

Meeting was called to order by Heather Moore at 6:32 PM
1. Modifications/Changes to Agenda
Removing #4, Franklin Foods was not able to attend this meeting but will be at the January 23,
2024, meeting.
2. Public Comment
There was no public comment.
3. Review/Approve Regular Meeting Minutes for December 12, 2023
A motion was made by Eli Gabuzda to approve the minutes as written. Seconded by Sandra
Ferland. Unanimous.
4. Franklin Foods and Purposed Energy seeking allocation extension.
This item was removed and will be on the agenda for January 23, 2024.
5. Sign approved personnel policy.
Village Manager John Dasaro passed around the approved personnel policy for Trustees to sign.
6. Budgets and new budget breakdown.
Director of Finance Abbey Miller reviewed all four funds proposed 2024 budgets. It was decided
based upon the proposed tax rate that the Missisquoi Street paving will be moved to 2025. The
biggest factors for the proposed budget increases are insurance premiums increasing
significantly across all funds, health insurance increases, required maintenance schedules and
building repairs to 16 Village Drive. Abbey Miller is still reviewing the insurance quotes, but
after receiving VLCT’s proposal, it looks like staying with Travelers will offer better coverage at a
better premium and Abbey is still negotiating on the Boiler and Property portion.
7. Other Business
Manager’s Report:
Follow up on School St and Main St paving, no real feedback either way.
Office Basement – we are still waiting to meet with other vendors for quotes.
We will be changing the parking spot in the front of the hair salon into a handicap parking space.
I have asked the state, and they agree it can be changed.
Heather Moore provided an update on grants for the Youth Center, they were awarded the
$25,000 United Way Grant, however, were not awarded the Violence Prevention grant, they
only funded 12 out of 32 proposed projects.
8. Adjourn
There being no other business to come before the Board at this time Eli Gabuzda made a
motion to adjourn. Seconded by Sandra Ferland. The meeting was adjourned at 6:55pm.
