MINUTES VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees August 13, 2024 Present: Sam Vaillancourt, Sandra Ferland, and Heather Moore Not Present: Eli Gabuzda and Leonard Charron Staff – John Dasaro, Abbey Miller Guest – William Cribb (Northwest Access TV) Meeting was called to order by Sam Vaillancourt at 6:34 PM 1. Modifications/Changes to Agenda There were no changes. 2. Public Comment There was no one present from the public. 3. Review/Approve Regular Meeting Minutes for July 23, 2024. A motion was made by Heather Moore to approve the minutes as written. Seconded by Sandra Ferland. Unanimous. 4. Park Permit request for Sunday 8/11 Vigil A motion was made by Heather Moore to retroactively approve both parks permit requests for the Vigil that was held on August 11th, waiving the fee and not setting precedence. There was an email vote, unanimously approving the requests. Seconded by Sandra Ferland. Unanimous. 5. Enosburg Library Park Permit request for Trunk or Treat A motion was made by Sandra Ferland to approve the Park Use Permit for the Enosburgh Library annual Trunk or Treat, waiving the fee. Seconded by Heather Moore. Unanimous. 6. Enosburg Fire Department Coin Drop Request A motion was made by Sandra Ferland to approve the Fire Departments request to hold a coin drop on September 21st on Main Street at Orchard Street. Seconded by Heather Moore. 7. Wastewater and water allocation request for Duffy Hill Road A motion was made by Heather Moore to approve the request for one wastewater and one water allocation for 185 Duffy Hill Road, following the standard conditions for allocations and connections. Seconded by Sandra Ferland. Unanimous. 8. Six Month Financial Review Director of Finance Abbey Miller reviewed the financials for each department through the end of June, highlighting that all departments are trending very nicely and things to discuss with the upcoming budget season. 9. Manager’s Notes ➢ 32 Main Street has closed, work is started for take down ➢ Elm Street Water project update ➢ Village Designation approved – what it offers ➢ Electric Department did Mutual Aid for VEC after getting our area back on  MINUTES VILLAGE OF ENOSBURG FALLS Meeting of the Board of Trustees August 13, 2024 10. Other Business ➢ The field in front of Tractor Supply is very overgrown, Sam requested that John reach out to the property owner to have it maintained. ➢ Sam requested that the Highway Department change the stop sign on Stonehouse Road to a Yield Sign ➢ Economic Development discussion for Enosburg Village 11. Executive Session for the Purpose of Discussing Negotiations in which Premature Public Knowledge May Compromise the Position of the Municipality. Sandra Ferland made a motion to enter Executive Session for the Purpose of Discussing Negotiations in which Premature Public Knowledge May Compromise the Position of the Municipality. Seconded by Heather Moore. Unanimous. The Board entered Executive Session at 7:41PM. Sandra Ferland made a motion to re-enter the Board’s Regular Meeting. Seconded by Heather Moore. The Board re-entered their Regular Meeting at 8:47pm. 12. Adjourn There being no other business to come before the Board at this time Sandra Ferland made a motion to adjourn. Seconded by Heather Moore. The meeting was adjourned at 8:47pm.
