CALL TO ORDER AND ATTENDANCE A. Meeting called to order by Chairperson Bickford B. Attendance 2. APPROVAL OF MEETING MINUTES A. Motion to approve the minutes of June 17, 2026, Civil Service Commission Meeting. 3. NEW BUSINESS ITEMS A. Patrol Officer – Return to Service Eligibility List (see 9.05 of Civil Service Rules) a. Motion to approve the Experienced/Lateral Patrol Officer return to service register established July 17, 2026 B. Request to Retain Seniority for Rosalia Noronha as requested by Chief Floyd a. Motion to approve the request to allow Rosalia Noronha to retain previous seniority following the requisite probationary period. C. Review Patrol Officer Recruitment a. Motion to approve the eligibility register for Entry Level Patrol Officer established July 15, 2026 b. ADJOURNMENT 06.17.2026 Civil Service Minutes MINUTES ENUMCLAW CIVIL SERVICE MEETING June 17, 2026 – Time 9:00 AM Enumclaw City Hall – Council Chambers Conference Room 1339 Griffin Ave, Enumclaw, WA 98022 1. CALL TO ORDER AND ATTENDANCE The meeting was called to order at 9:00 a.m. by Chair Bickford. In attendance were Commissioners Ed Bickford, David Hoffman, and Al Willis, and Civil Service Secretary, Katy McKee. 2. APPROVAL OF MEETING MINUTES Commissioner Willis moved to approve the minutes of May 20, 2026, Civil Service Commission Meeting, seconded by Hoffman. The motion carried 3-0. 3. NEW BUSINESS ITEMS A. Review Corrections Officer Recruitment a. Motion to approve the eligibility register for Entry Level Corrections Officer Established May 21, 2026 McKee noted that seven candidates were invited, one withdrew, one was unable to attend due to illness, three failed and two passed. The names of the two candidates that passed are before you for approval today. Commissioner Hoffman moved to approve the eligibility register for Entry Level Corrections Officer Established April 16, 2026, seconded by Commissioner Willis. Motion carried 3-0. A. OLD BUSINESS ITEMS None. B. COMMUNICATIONS/REPORTS A. Secretary-Examiners Report McKee spoke about the current staffing, the continued challenges with recruiting and securing our top candidates in a very competitive market for law enforcement right now. B. Police Department Update No additional report. C. OTHER TOPICS None. D. NEXT MEETING Scheduled for July 15, 2026. Page 1 of 2 06.17.2026 Civil Service Minutes McKee noted that patrol oral boards have been scheduled for that day and suggested that a Special Civil Service meeting be held the following week Wednesday, July 22nd at 9:00 a.m. in Council Chambers Conference Room. E. ADJOURNMENT Commissioner Hoffman moved to adjourn the meeting at 9:07 a.m., seconded by Willis. Motion carried 3-0. These minutes represent a brief description of the meeting; a recording of each meeting is maintained by the Civil Service Commission. She would re-assume her seniority and pay level that she held when she left on March 5th, minus a detective incentive as she would return to patrol. My intent is to return to the Enumclaw Police Department as per the civil service rules, Section “Return to Register After Resignation or Retirement”, 9.05.01, 9.05.02, 9.05.03.
