645 Holbrook Street TOWN OF ERIE Erie, CO 80516 Meeting Minutes Open Space and Trails Advisory Board Monday, April 9, 2018 6:00 PM 1) CALL TO ORDER: 6:00 pm 2) ROLL CALL / ATTENDEES: a) Members: Phil Brink, Dawn Fraser, Monica Kash, Nicole Littman, Ken Martin, Joe Martinez b) Non-members: BOT Liaison Geoff Deakin 3) ASSIGNMENT OF CURRENT MINUTES: Monica Kash 4) APPROVAL OF PREVIOUS MINUTES: all deferred to subsequent meeting a) December 11 – Dawn Fraser; b) February 12 – Phil Brink; c) March 12 – Bob Braudes 5) APPROVAL OF AGENDA: Order of items moved, agenda approved as modified 6) GENERAL BUSINESS: a) BoT Liaison Report: trail through former north-south rail corridor (sometimes called Linear Area) is part of Downtown Improvement Plan and will be funded via Parks and Transportation not TNAF, unknown timing b) Trails Map 2018: draft was unavailable for review, members encouraged to provide feedback via email when draft circulated in advance of Arbor Day event c) Review of applications for open OSTAB seat – 2 applications reviewed, BOT will likely make appointment in a May meeting; OSTAB thanked Joe Martinez for his service as an OSTAB member d) Arbor Day/Earth Day event will be held 10-noon April 28 at the Erie Community Park – Ken and Dawn will represent OSTAB to hand out maps, seeds, and handle Q&A. e) May regular meeting tentatively moved to May 7, confirmation via email. Ken to speak with Todd about planners uploading development referrals to SharePoint to facilitate OSTAB review. He will also speak with Staff about USB port access from front of Community Room monitor. f) Meetings with applicants of Development Referrals - Quasi-judicial: i) Parkdale - Developer representatives Dave Blauch, Chris Elliott, Corey Elliott, Regan Hauptman, Matt Janke, Guillaume Pouchot, John Prestwich, and Ken Toland discussed overall plan for Parkdale with specific focus on the wetlands area at the southeast portion of the parcel. OSTAB supported discussion of an alternate plan that would remove the housing nearest the wetlands that could largely fulfill the entire development’s open space dedication, contingent upon specifics of entire dwelling units and staff confirmation of same. ii) Sunset – Developer representatives Yvonne Seaman & Bob Swenson discussed some of the parcel’s development-related history, trail planning, a site tour they did with Farrell Buller, and invited OSTAB to a similar tour on April 14th. Their assertion is that the land is low quality open space and not being used by wildlife (motion activated camera in ravine bottom) 7) ACTION ITEMS, SCHEDULING, KEY DATES a) Town Fair – Saturday May 19, 10-4, Old Town - Briggs Street.
