CALL TO ORDER Meeting called tor order 6:03 p.m. 2. ROLL CALL/DETERMINATION OF QUORUM Ken Martin, Dave Tazik, Bob Braudes, Tim Payne, Christine Felz, Phil Brink, Adam, Haid, Chris LaRue, Joe Swanson, J. Bristow from Public 3. ASSIGNMENT OF CURRENT MINUTES Bob Braudes 4. APPROVAL OF PREVIOUS MINUTES a) November 8 – Tim Payne; b) November 16, Bob Braudes. Approved 5. APPROVAL OF AGENDA 6. PUBLIC COMMENT 7. GENERAL BUSINESS a) Trustee liaison report; i) Town budget approved with new administrative assistant who will work with advisory boards (among other activities) ii) Red Tail Ranch plan brought up before Town Board iii) Town is in Red Covid – need 6’ distancing and masks iv) Disc Golf course getting a lot of use as are the trails. b) Proposed Boulder County composting facility - County Compost Facility FAQs - Boulder County i) OSTAB passed a motion to support the facility c) Social trails on Town open space parcels; i) Mr. Bristow raised a concern about social trails at the Thomas Reservoir. ii) Bob pointed out that there is a fence along the east side of 119, which is likely the reason people enter at the intersection with the road leading to the Water Treatment Plant and TOWN OF ERIE Page 1 Printed on 12/16/2020 Open Space and Trails Advisory Meeting Minutes - Final December 14, 2020 Board 119th Street iii) Ken read a statement from the Town stating that no issue is seen with the North-South social trail iv) Mr. Bristow comment: The concern isn’t the North-South trail near 119; the concern are the trails near the properties along Weston Circle v) Recommendation: Propose that the North-South trail near 119th street become official; discourage the use of the social trail behind the homes on Weston Circle; engage in further discussion about the East-West trail from Pioneer Place and 119th to get a sense on how many people re using it and why/where are they going. This should include consideration of this being used by wildlife. d) Proposed widening County Line Road - Boulder County East County Line Road Plan - Give Us Your Input (3pvisual.com) Upcoming workshops listed in the website pointed to in the URL ii) The proposal includes many roundabouts, sidewalks, and significant widening of County Line Road iii) Adam stated that the Planning Department is involved, which works with Emergency Services e) Open space acquisitions; i) Review of proposed letter from Phil to potential landowners f) Brownfields in Erie. ii) First phase is discovery, and doesn’t require contact with the property owner iii) Two properties have been identified as possible Open Space acquisitions that may be eligible for funding; we could also consider looking for other properties such as for economic development iv) OSTAB will need an advocate from the Town before proceeding v) Decision: OSTAB to seek additional information such as previous applications prior to involving the Town; Chris will talk with Town staff. 8. DEVELOPMENT REFERRALS, NON-QUASI-JUDICIAL: Colliers Hill Filing 6 Sketch Plan, NW of intersection of WCR 10 and WCR 5, planner Chris LaRue, due January 5. a) Plan reviewed; Ken will send OSTAB recommendations to the Town 9. MEMBER REPORTS/DISCUSSIONS 10. ACTION ITEMS, SCHEDULING, KEY DATES a. Next regular OSTAB meeting – Monday, January 11, 2021 11. Research TNAF reimbursement for prior spine trail construction between Lost Creek Farm and Schmidt; e) New open space fund eligible for tax deductible contributions of cash or land; f) Property tax benefits for conservations easements; 12.
