CALL TO ORDER & PLEDGE OF ALLEGIANCE TO FLAG Chair Swikoski called the August 9, 2023 Special Meeting of the Planning Commission to order at 6:31pm. II. ROLL CALL Roll Call: Commissioner Booth - present Commissioner Baham - present Vice Chair Burns - present Chair Swikoski - present A quorum was present. III. APPROVAL OF THE AGENDA Vice Chair Burns moved to approve the agenda of the August 9, 2023 Special Meeting of the Planning Commission. The motion, seconded by Commissioner Booth, carried with the following roll call vote: Commissioner Booth - yes Commissioner Baham - yes Vice Chair Burns - yes Chair Swikoski - yes Motion passes unanimously. IV. APPROVAL OF MINUTES 23-404 Approval of the July 5, 2023 Planning Commission Meeting Minutes Attachments: July 5, 2023 Planning Commission Meeting Minutes Commissioner Booth moved to approve the Meeting Minutes of the July 5, 2023 Planning Commission Meeting. The motion, seconded by Vice Chair Burns, carried with the following roll call vote: Commissioner Booth - yes Commissioner Baham - yes Vice Chair Burns - yes Chair Swikoski - yes Motion passes unanimously. V. PUBLIC COMMENTS No public comments were taken. VI. GENERAL BUSINESS 23-388 Elevate Erie Issues, Opportunities, and Visioning Attachments: Elevate Erie Presentation Chair Swikoski announced Agenda Item 23-388: Elevate Erie Issues, Opportunities TOWN OF ERIE Page 2 Printed on 7/30/2024 Planning Commission Meeting Minutes August 9, 2023 and Visioning. Chair Swikoski turned it over to staff for a presentation. Kelly Driscoll, Principal Planner gave a presentation to the Commission regarding roles and responsibilities; Elevate Erie project timeline; issues and opportunities by key topic; key themes from Outreach; vision and core values exercise; and upcoming events. Miriam McGilvray from Logan Simpson also provided information to the Commission regarding this agenda item. Following the presentation, Chair Swikoski brought it back to the Commission for discussion on the agenda item. Discussion topics and comments included the following: - Land use distribution/Town Center - Land fill uses and waste management - Clustered uses - Economic and market analysis for attracting certain businesses - Natural Resources - Creeks not suitable for recreation - Land fill - opportunities, decommission, and create alternate uses (park solar farm) - Parks and Open Space - Developer cash in lieu/limits/funding options - Revenue sources/Federal/taxes - HOA maintenance - Health and social capital - access - Housing progress - Code updates, sourcing opportunities - Public facilities and services - Town taking over waste management? - Airport terminal building - generate revenue? - Restaurants and bars - retail at Airport - Expand airport for jet use - Limited levels of service (water/sewer) - Wastewater treatment expansion - Transportation - land use development affects travel - Micro services for transportation (bike share, ride share, etc.) - Equitable crossings especially for busier streets - Outreach summary/Community Survey - Updates on events/outreach - Affordability - Transportation mobility plan vision with eye to future trends - Comp plan vision/Core values and meaning - What is belonging? Sense of a welcoming community (stewardship) - Streamline language to create less need for explanation, less buzzwords and more to the point - Looking at current vision statement to see how different that is - Example of concise vision statement - Where will vision statements be utilized? - Financing/grants - Incorporate small town feel with growth - Plan Core values Overlap TOWN OF ERIE Page 3 Printed on 7/30/2024 Planning Commission Meeting Minutes August 9, 2023 - Livability and quality of life/Identity of Town - Sustainability - Innovation and future proofing - Solar/renewables - Stewardship and use of natural resources - Sustainable growth to include levels of service and amenities - Incentive for builders to be more sustainable - HOA involvement - Multi-generational housing smaller footprints - Livability and quality of life - Activities and facilities that promote equitable community participation - Reduce vehicle usage through different modes, location, affordability - Manage business influx through popularity - Connection - cohesiveness, welcoming, belonging to the community - Connections to nature/Social relationships/Being able to physically connect - Possibly consolidate - Equity - income/affordable v. access - Using inclusive vs. equity - Equity promotes diversity - Social responsibility to contribute to community to create equity - Change in demographics/created a change in influences The Commission thanked staff and the consultant for the presentation and discussion. 23-399 Discussion: Planning Commission Bi-Annual Report to the Board of Trustees Attachments: Draft Bi-Annual Report Presentation Chair Swikoski announced Agenda Item 23-399: Discussion of the Planning Commission Bi-Annual Report to the Board of Trustees Chair Swikoski and the Commission discussed the slides and presentation. Some discussion items included the following: - Mission and team - Year-to-date summary more of an overview - Detail thought processes and goals achieved through deliberation - Key points to review in staff reports - Goals and accomplishments - Separate key applications and UDC Amendments - Staff can give opinion on key projects - What the Commission has accomplished and the direction of the Commission The Commission agreed on the updates and finalization of the Bi-Annual Report. VII. STAFF REPORTS Lisa Ritchie, Planning Manager provided some updates to the Commission with regards to training opportunities for the Commissioners to attend the APA conference which is being held September 27, 2023 through September 29, 2023. VIII. COMMISSIONER REPORTS AND DISCUSSION ITEMS TOWN OF ERIE Page 4 Printed on 7/30/2024 Planning Commission Meeting Minutes August 9, 2023 Chair Swikoski noted that it was important to bring a summary of the PAC Meetings back to the Commission for updates and noted it was ok to have alternates attend the meeting. Vice Chair Burns noted it was helpful in keeping the new Commissioners up to speed on these meetings. Commissioner Booth asked if we were still on schedule with bringing the new Commissioners on board for the September 6, 2023 Planning Commission Meeting. Lisa Ritchie gave an update for Commissioner interview dates and their first meeting would take place in September. There are currently no other Planning Commission meeting dates for the remainder of August. Vice Chair Burns confirmed any public hearings for upcoming meetings. Melinda Helmer, Business Operations Coordinator noted that the Commission should have received a Save-The-Date email on the holiday party in January. IX.
