Erie Recycling Center Concerns Todd Fessenden, Director of Public Works and Raelynn Ferrera Facility & Special Projects Manager gave comments throughout the discussion • Secure existing recycle site to avoid night “dumping” o Currently being handled by the town with a gate, security cameras and signage Town has had issues during peak times and more recently, businesses with a lot of cardboard taking up a lot of volume before residents can get there. It can become a safety hazard and liability. However, most frequently the town has had to shut down the site because of dumping. The town has 2 quotes/bids for a rolling gate, similar to the one at the cemetery. They have another proposal for security cameras. Proposals should be within the next month and be in budget. They would then likely restrict hours to early morning to late evening. • Existing site needs to handle more volume in order to avoid recycled materials on the ground and the hauler not removing the bins We have a lot of new residents and people moving. We have had people M, W, F. We are having a lot of dumping. If it is a contaminated load it goes to landfill. There end up being different charges. Number of contaminated loads is going up. • Existing site too small and service too limited to support continued residential growth of Erie Recommendations that we open it up to recyclable material from builders and commercial. Perhaps expand – is more bins is sufficient? At what point is the physical location limited? We could likely add one more bin, but would also need to add the walk way and a concrete pad. There are concerns of expanding in the current location because it’s in the floodplain. Need to answer the question of whether we want to provide this as a service. Need to better understand the need/desire of this as a service vs curbside. The town has been reluctant to offer large scale composting, as there are lots of issues such as Emerald Ashborer. There is also the Fall & Spring cleanup days which are a similar service. • Existing site too small and service too limited to support the needs of construction or commercial recycling The town could look into the cost of adding 2 more bins. They would probably need to meet with a consultant and ask for a further recommendation. Possibly add capacity during “peak times” either November-January or perhaps with more frequent pick ups. • Existing site location in floodplain The town owns property throughout town and the GIS folks could look for options.
