MEETING MINUTES
MONDAY, AUGUST 18th, 2025
ERWIN, NORTH CAROLINA
The Town of Erwin Planning Board held its regular meeting in the Erwin Municipal Building
Board Room 100 West F Street, Erwin NC on Monday, August 18th, 2025, at 7:00 PM.
Board members present were Chairperson Nicholas Skatell, Vice Chairperson Jim Hartman, In-
Town Board Members Grace Watts, Rebecca Kelly, and Kathryn Moore, and Out-of-Town Board
Member Howard Godwin. Also present was In-Town Alternate Marsha Woodard.
Board members absent were: In-Town Board Members Michael Jackson.
Staff members present were Town Manager Snow Bowden, Town Planner Dylan Eure, and
Deputy Clerk Katelan Blount.
Chairperson Nicholas Skatell called the meeting to order at 7:00 PM.
Board Member Grace Watts gave the invocation.
Vice Chairperson Jim Hartman led the Pledge of Allegiance.
CONSENT ITEMS
Vice Chairperson Jim Hartman made a motion to approve the minutes of July 21st, 2025, and
was seconded by Marsha Woodard. The Board voted unanimously.
OATHS OF OFFICE
Deputy Town Clerk Katelan Blount issued the Oath of Office to Mr. Harold “Dean” Downing Jr.,
who was sworn in as In-Town Alternate Planning Board Member.
Deputy Town Clerk Katelan Blount issued the Oath of Office to Ms. Karen Beitar, who was
sworn in as In-Town Alternate Planning Board Member.
Deputy Town Clerk Katelan Blount also issued the Oath of Office to Ms. Marsha Woodard as a
full In-Town Planning Board member.
Out of Town Board Member Howard Godwin joined the meeting at 7:04 p.m.

OLD BUSINESS
Updates:
Town Planner Dylan Eure informed the Board that Mr. Joshua Schmeiding had resigned his
Board position due to some scheduling conflicts. Additionally, Ms. Vanessa Lech had resigned
her position as well. He welcomed the new Board Member, Marsha Woodard, and In-Town
Alternate Members, Mr. Howard “Dean” Downing Jr., and Ms. Karen Beitar.
Town Planner Dylan Eure updated the Planning Board that the parcel located off Highway 421
that the Planning Board recommended for approval to B-2 was recently approved by the Board
of Commissioners for that zoning classification. That will be updated on Harnett County GIS
once the minutes from that Board meeting get approved.
NEW BUSINESS
ZT-2025-005
Town Planner Dylan Eure informed the Board that this is a town staff initiated rezoning along
the right side of 4th Street and the right side of 3rd Street, to rezone these parcels from R-10 to R-6
zoning classifications. The primary reason would be the current dimensional requirements for
R-10, which many of the lots do not currently meet. These lots have existed since 1924 on
average. Should there be an event which would require rebuilding of one of these homes, such
as fire or other damage, the residents would not be able to rebuild due to the current zoning
restrictions and would have to apply for a variance. Changing the zoning classification would
allow property owners to rebuild without the variance, as that would be a conforming use.
Additionally, many of the neighboring similar properties are also R-6.
Board Member Marsha Woodard asked if there were any lots that were able to be developed.
Town Planner Dylan Eure stated that yes, there were a couple lots next to 107 4th Street that
were currently developable. They were owned by 107 4th Street and there is no intent to develop
at this time. The remaining lots have some sort of development already on them.
209 4th Street was left off of this request due to the fact that the owner/developer had already
requested a rezoning for that property. This parcel was discussed at the Planning Board meeting
on July 18th, 2025.
Board Member Howard Godwin made a motion to approve the rezoning request, which was
seconded by Kathryn Moore. The Board voted unanimously.
Chairperson Nicholas Skatell asked the Board to read the Statement of Consistency.

Board Member Marsha Woodard read the following Statement of Consistency:
“The requested rezoning from R-10 to the R-6 classification is compatible with all of the Town of
Erwin’s regulatory documents. According to Erwin’s 2023 Land Use Plan, and the layout of the
surrounding area, the R-6 zoning classification would best serve the described properties.
It is recommended that ZT-2025-005 be approved.”
Board member Marsha Woodard made a motion in the affirmative, which was seconded by
Kathryn Moore. The Board voted unanimously.
Accessory Structures Setback Amendment
Town Planner Dylan Eure presented this amendment request to the Planning Board. He stated
that this amendment would remove the current cap that the Town has for accessory structures
to be unspecified. Residents would be able to have as many accessory structures as they’d like,
as long as they don’t exceed the percentage of side and rear yard requirements.
This would also update the verbiage on carports and garages.
Board Member Marsha Woodard asked if the carport would have one wall?
Town Planning Dylan Eure stated that yes, a carport is considered anything that has at least one
side open, while a detached garage would be fully closed in.
He also stated that this would also preserve permeable surfaces so that storm water runoff
doesn’t become an issue to neighboring properties.
Board Member Howard Godwin made a motion in the affirmative, which was seconded by Jim
Hartman. The Board voted unanimously.
Chairperson Nick Skatell asked the Board to read the Statement of Consistency.
Board Member Jim Hartman read the following Statement of Consistency:
“The proposed text amendment is compatible with all of the Town of Erwin’s regulatory
documents. The proposed text amendment would better serve the citizens of Erwin by allowing
for additional accessory structures for storage and other uses, while providing clear regulations.
Therefore, it is recommended that the accessory Structure Setbacks Amendment be approved.”
Board Member Jim Hartman made a motion in the affirmative, which was seconded by Kathryn
Moore. The Board voted unanimously.

Board Member Howard Godwin made a motion to adjourn the meeting at 7:18 P.M. and was
seconded by Jim Hartman. Motion unanimously approved.

Rezoning Description
The Town of Erwin has received a request to rezone a parcel located by its Harnett County Tax
Pin being 0596-99-2982.000. Currently, this parcel is zoned as a conditional M-1 industrial
district to be solely used for a tower. The said petition would rezone the above parcel to be
entirely under the R-10 zoning classification for residential purposes.
Property Description
A single tract of land located by its Harnett County Tax Pin of 0596-99-2982.000. The said site
does not have any structures located on the property, as the site has recently been subdivided,
removing the existing tower from the property that is petitioning to be rezoned. Upon the
rezoning of the parcel, this would eliminate the conditional district that was placed over the land
owned by Mr. and Mrs. Hurley and allow for residential uses, while keeping the conditional
zoning district that approved for a tower to be placed at 99 Walter Drive or Harnett County Tax
Pin 0596-89-6725.000 owned by Kimber Group, keeping the property in conformity to Erwin’s
Ordinances. The surrounding land uses are comprised primarily of single-family residences and
agricultural areas, with the zoning classification being R-10. To the direct left of the property
being rezoned, the zoning is under a conditional zoning district, being CD-M1, for the use of a
tower.

Site Description:
A single parcel located by its Harnett County Tax Pin of 0596-99-2982.000. The said site does
not have any structures located on the property, as the site has recently been subdivided,
removing the existing tower from the property that is petitioning to be rezoned. Upon the
rezoning of the parcel, this would eliminate the conditional district that was placed over the land
owned by Mr. and Mrs. Hurley and allow for residential uses, while keeping the conditional
zoning district that approved for a tower to be placed at 99 Walter Drive or Harnett County Tax
Pin 0596-89-6725.000 owned by Kimber Group, keeping the property in conformity to Erwin’s
Ordinances. In terms of public utilities, there is a 6-inch water line as well as a gravity-fed sewer
line that goes through Walter Dr. and ends at the end of Walter Dr., which abuts the property
being rezoned. In terms of site-specific details, a 50-foot access easement and utility easement
lead to the parcel that has the conforming tower placed as well as a 20ft drainage easement along
the right and bottom of the property being rezoned. In terms of environmental concerns, the
property does appear to have wetlands on the property, which, according to the most recent
survey, is a pond as well as a stream. That said, there are no flood hazard areas affecting the lot.

The surrounding land uses are comprised primarily of single-family residences and agricultural
areas, with the zoning classification being R-10. To the direct left of the property being rezoned,

districts, with the predominant district being B-2 at 93.3%. The cause of the split zoning is due
to a recombination that occurred in 2022, adding a portion of land off Barnes Dr, where a
residence was located before its demolition. The surrounding land uses are primarily comprised
of single-family residences and commercial establishments, with the zoning classifications being
B-2 and R-10. To the direct left of the property being zoned as B-2 with commercial uses such as
CVS, Buffalo Lanes, and Pelicans. As well as below the parcel being under B-2 zoning with uses

According to Erwin’s 2023 Land Use Plan, this parcel, including its R-6 portion, is designated as
commercial/mixed use, which includes B-2 uses. If said property is rezoned, the developer of the
site would have to install a 20-foot vegetative buffer along the abutting properties zoned as
residential.
