The Board of Commissioners for the Town of Erwin, with Mayor Baker presiding, held its
Regular Meeting in the Erwin Municipal Building Board Room on Thursday, December 4, 2025,
at 7:00 P.M. in Erwin, North Carolina.
Board Members present were Mayor Randy Baker, Mayor Pro Tem Ricky Blackmon, and
Commissioners David Nelson, Alvester McKoy, Billy Turnage, and Timothy Marbell.
Board Member absent was Commissioner Charles Byrd.
Town Manager Snow Bowden, Town Clerk Lauren Evans, Town Attorney Tim Morris, Town
Planner Dylan Eure, Finance Director Linda Williams, and Police Chief Jonathan Johnson were
present.
Mayor Baker called the meeting to order at 7:00 PM.
Commissioner McKoy gave the invocation.
Harnett Regional Water Director Tommy Burns led the Pledge of Allegiance.
AGENDA ADJUSTMENT/APPROVAL OF AGENDA
Town Manager Snow Bowden requested to move the Induction Ceremony of New Members of
the Board up to Item 4, prior to the presentations, and move the remainder of the agenda down.
Commissioner Blackmon made a motion to approve the agenda as amended and was seconded
by Commissioner Nelson. The Board voted unanimously.
CONSENT
Commissioner Blackmon made a motion to approve (ITEM A) Minutes of Regular Workshop
on October 27, 2025 (ITEM B) Minutes of Regular Meeting on November 6, 2025 (ITEM C)
2026 Meeting Schedule and was seconded by Commissioner Turnage. The Board voted
unanimously.

INDUCTION CEREMONY OF NEW MEMBERS OF THE BOARD
Harnett County Register of Deeds, Matthew Willis, was present to give the Oaths of
Office to the Re-Elected Members of the Board.
Mr. Willis stated Local Government was very important, and it was always an honor and a
privilege to issue an Oath of Office. He congratulated all Board Members who ran, and all that
they did for the citizens of Erwin was appreciated.
Re-elected Mayor Randy Baker repeated the Oath of Office as Mayor, accompanied by his
grandson, Brantley, holding the Bible.
Re-elected Commissioner Alvester McKoy repeated the Oath of Office as Commissioner,
accompanied by Town Clerk Lauren Evans holding the Bible.
Re-elected Commissioner Timothy Marbell repeated the Oath of Office as Commissioner,
accompanied by his wife, Brenda, holding the Bible.
Re-Elected Commissioner David Nelson repeated the Oath of Office as Commissioner, accompanied
by his sons, Carson and Riley, holding the Bible.
Mayor Baker thanked the Board for the last four years, and he stated he looked forward to working
with them for another four years.
SPECIAL PRESENTATION
Police Officer Mitchell Ashley was recognized as the Employee of the Quarter 4 of 2025. Mayor
Pro Tem Ricky Blackmon presented him with a plaque and a glass award to display at work or at
home.
PROCLAMATION RECOGNIZING CAPE FEAR CHRISTIAN ACADEMY TENNIS
TEAM
The Town Board of Commissioners recognized Coach Page Jackson, Assistant Coach Karson
Hamilton, and the players on the 2025 Cape Fear Christian Academy Tennis Team for an
amazing season. Mayor Pro Tem Ricky Blackmon presented Coach Page Jackson with a
Proclamation Plaque.

SPECIAL PRESENTATIONS
Lauren Evans of Celeste Circle was recognized as the December 2025 Citizen of the Month.

Commissioner McKoy made a motion to take a 10-minute recess at 7:22 PM.and was seconded
by Commissioner Nelson. The Board voted unanimously.

NEW BUSINESS
Organizational Meeting of the Board of Commissioners
Commissioner Nelson made a motion to nominate Commissioner Blackmon as Mayor Pro Tem
and was seconded by Commissioner Turnage.
Commissioner Turnage made a motion to close the nominations and was seconded by
Commissioner Nelson.
The Board voted unanimously to appoint Commissioner Blackmon as Mayor Pro Tem.
PUBLIC HEARING
ZT-2025-008
Commissioner Blackmon made a motion to open the Public Hearing and was seconded by
Commissioner Nelson. The Board voted unanimously.
Town Planner Dylan Eure stated the Town of Erwin has received a request to rezone a parcel
located by its Harnett County Tax PIN 0597-61-6743.000 or its physical address of 801 S 13th
St. Currently, this parcel was split-zoned under the commercial B-2 and the residential R-10
district. Its current use was the Carlie C’s IGA, with its classification being a retail convenience
store. The said petition would rezone the above parcel to be entirely under the B-2 zoning
classification. According to the most recent recorded map, the split-zoned classification was
caused by the recombination of parcels that took place back in August of 2008. According to
Erwin’s 2023 Land Use Plan, this parcel was designated as commercial mixed-use, which
included B-2.
Mayor Baker asked if the Board had any questions for Town Staff.
No questions were asked.
Mayor Baker asked if the applicant or anyone in favor of the request would like to come forward.
The applicant, Mac McLamb of Carlie C’s IGA, came forward and addressed the Board. He
stated the store had been here for decades and purchased the property from Mrs. Stanford, who

had a house on a portion of the property. They were now looking to rezone the property to add a
little bit more to the building and worried they would encroach on the residential zoning line.
Mayor Baker asked if the Board had any questions for the applicant.
No questions were asked.
Mayor Baker asked if anyone else in favor of the request would like to come forward.
No one came forward.
Mayor Baker asked if anyone opposed to the request would like to come forward.

Commissioner Blackmon made a motion to close the Public Hearing and was seconded by
Commissioner McKoy. The Board voted unanimously.
Commissioner Blackmon made a motion, seconded by Commissioner Nelson, and unanimously
approved by the Board, that there is a convincing demonstration that all uses permitted under the
proposed district classification would be in the general public interest and not merely in the
interest of an individual or small group. Reasoning that all permitted uses within Erwin’s B-2
district would be in the general public interest of the community, as evident in the current use of
the property and other nearby B-2 properties that have active commercial uses.
Commissioner Nelson made a motion, seconded by Commissioner Blackmon, and unanimously
approved by the Board, that there is a convincing demonstration that all uses permitted under the
proposed district classification would be appropriate in the area included in the proposed change.
(When a new district designation is assigned, any use permitted in the district is allowable, so
long as it meets district requirements, and not merely uses which applicants state they intend to
make of the property involved.) Reasoning that since many of the nearby properties, as well as
the majority of the petitioned property, are currently zoned as B-2, there is no evidence as to why
a permitted use under the B-2 district would be a detriment to the surrounding area.
Commissioner McKoy made a motion, seconded by Commissioner Blackmon, and unanimously
approved by the Board, that there is a convincing demonstration that the character of the
neighborhood will not be materially and adversely affected by any use permitted in the proposed
change. Reasoning that the parcel is presently under a majority of the B-2 zoning district and has
an already permitted business on the parcel, with no proof of adversely affecting the
neighborhood.
Commissioner Blackmon made a motion, seconded by Commissioner Nelson, and unanimously
approved by the Board, that the proposed change is in accord with the Land Development Plan
and sound planning principles. Reasoning that the Erwin 2023 Land Use Plan has this parcel of
land to be zoned under a commercial classification, such as B-2.
Commissioner Blackmon made a motion, seconded by Commissioner Nelson, and unanimously
approved by the Board, that the requested rezoning from B-2/R-10 to the B-2 classification is
compatible with all of the Town of Erwin’s regulatory documents. According to Erwin’s 2023

Land Use Plan and layout of the surrounding area, the B-2 zoning classification would best serve
the area. Therefore, it is recommended that ZT-2025-008 is approved.
Commissioner Blackmon made a motion to recommend that the proposed rezoning application
meets all the findings in the affirmative. The requested rezoning from B-2/R-10 to the B-2
classification is compatible with all of the Town of Erwin’s regulatory documents. According to
Erwin’s 2023 Land Use Plan and layout of the surrounding area, the B-2 zoning classification
would best serve the area. Therefore, it is recommended that ZT-2025-008 is approved. Approval
of Ordinance For Map Amendment Case # ZT-2025-008 Amendment To The Official Zoning
Map To Rezone From B-2 and R-10 to Entirely B-2 Per Zoning Ordinance Article XXIII For
Harnett County PIN 0597-61-6743.000. These motions were seconded by Commissioner Nelson
and unanimously approved by the Board.
ZT-2025-009
Commissioner Blackmon made a motion to open the Public Hearing and was seconded by
Commissioner Nelson. The Board voted unanimously.
Town Planner Dylan Eure stated the Town of Erwin has received a request to rezone 3 parcels
that are within Erwin’s ETJ, located by their Harnett County Tax Pins 0597-06-0841.000, 0597-
08-2455, and 0587-95-3137.000. Currently, these parcels were zoned as Conservation and R-10
residential. The said petition would rezone all of the parcels to be entirely under the RD (rural
district) zoning classification. According to Erwin’s 2023 Land Use Plan, this was designated as
suburban residential and conservation, which may include low-intensity uses within the RD
district. He was happy to answer any questions the Board may have.
Mayor Baker asked if the Board had any questions for Town Staff.
No questions were asked.
Mayor Baker asked if the applicant or anyone in favor of the request would like to come forward.
Harnett Regional Water Director Tommy Burn came forward in representation of the applicant
and owner, Harnett County, and addressed the Board. He stated the County had owned part of
this property for a number of years. Since that time, Harnett County has continuously maintained
a pumping station at that parcel. This rezoning was part of a larger project for Harnett County for
a water facility there. It was much needed along the Cape Fear. He introduced Harnett County
Manager Brent Trout and Assistant Director for Harnett Regional Water, Mr. Byrd. The County
felt that with the work needing to be done on these parcels, it would be more in line with an RD
classification.
Mayor Baker asked if the Board had any questions for the applicant.

classification is compatible with all of the Town of Erwin’s regulatory documents. According to
Erwin’s 2023 Land Use Plan and layout of the surrounding area, the RD zoning classification
would best serve the area. Therefore, it is recommended that ZT-2025-009 is approved.
Commissioner Blackmon made a motion to recommend that the proposed rezoning application

ZT-2025-010
Commissioner McKoy made a motion to open the Public Hearing and was seconded by
Commissioner Nelson. The Board voted unanimously.
Town Planner Dylan Eure stated the Town of Erwin received a request to rezone a parcel located
by its Harnett County Tax PIN 1507-14-5776.000 or its physical address of 12 Red Hill Church
Rd. Currently, this parcel is split-zoned under the commercial B-2 and the residential R-10
district. The said petition would rezone the above parcel to be entirely under the B-2 zoning
classification. The lot was previously occupied by an abandoned single-family dwelling, which,
according to the water records, had not been occupied since 2017. Erwin’s 2023 Land Use Plan
called for this parcel to be commercial and mixed-use. He recommended this parcel to be
rezoned.
Mayor Baker asked if the Board had any questions for Town Staff.

The civil engineer on the project, Raven, of Haroldson’s consulting, came forward and addressed
the Board. He stated they were looking to have consistent zoning under the B-2 district.

MANAGER’S REPORT
Town Manager Snow Bowden provided the Board with a detailed report at their seats. He stated
that if they had any questions, they should give him a call.

ATTORNEY’S REPORT
Town Attorney Tim Morris thanked the Board for allowing him to be the Town Attorney. He loved
the Town of Erwin.
Mayor Baker wanted to remind everyone about the Shop with a First Responder event on
December 18th. The Erwin Police Department and Erwin Fire & Rescue come together to make
the lives of around 40 children this year. He thanked the citizens who contributed to this event.
He thanked Town Staff for the wonderful Christmas Parade.
Commissioner Nelson wished Commissioner Turnage an early birthday.
Commissioner Blackmon stated that W.O. passed away and was a wonderful man. He served on
the Fire Department Board of Directors for many years and lived to be 100 years old. He asked
the Board to keep his family in our prayers.
Mayor Baker asked the Board and the community to keep Mr. Walter Eason, Sheriff Deputy in
Harnett County, in their thoughts and prayers as he was battling cancer. He wished everyone a
Merry Christmas and hoped for a prosperous New Year.
Commissioner McKoy thanked the Erwin Police Department for their quick response to his
residence on the evening of November 23rd. He wished everyone a Merry Christmas.
ADJOURNMENT
Commissioner Nelson made a motion to adjourn at 8:08 P.M. and was seconded by
Commissioner Blackmon. The Board voted unanimously.

WHEREAS, Coaches Chamod Thompson and Jamel Sledge Sr. and the players on the 2025
Erwin 13U Boys Football Team led the team to triumph by utilizing a combination of all the attributes of
a championship-caliber football team; and
WHEREAS, the talented players of this championship team are Jordan Mossbrook, Nigel
Williams, Jaiden Dunlap, Avery Martinez, Fredy Guerra, Brandon Jonnigan, Greg Allen, Andy Martinez,
Gabriel Brown, Rowdy Porsser, Sire Booker, Isaiah McNeill, Miles Matthews, Tucker Alphin, Phillip
McLeod, Jamel Sledge, Tavon Blue, Ryan Liles, and Tucker Lucas; and
WHEREAS, throughout the season, the 2025 Erwin 13U Boys Football Team exhibited the
tenacity and determination that would lead them to a perfect 6-0, undefeated season, which included
winning the Harnett County Championship; and
WHEREAS, Coaches Chamod Thompson and Jamel Sledge Sr. are to be commended for their
hard work and dedication, which provided this team of young athletes with the achievement they will
certainly cherish for the rest of their lives; and
WHEREAS, it is with great pleasure and Town of Erwin pride that the Town of Erwin Mayor
and Board of Commissioners pause to recognize the accomplishments and dedication of these fine Town
of Erwin athletes and their coaches and to congratulate them on their momentous success.
NOW THEREFORE BE IT RESOLVED, by the Mayor and Board of Commissioners of the
Town of Erwin, to congratulate the 2025 Erwin 13U Boys Football Team and coaches on an amazing
season.

REQUEST FOR CONSIDERATION
To: The Honorable Mayor and Board of Commissioners

Subject: Cape Fear Regional Hazard Mitigation Plan
I have included a link to the updated Cape Fear Regional Hazard Mitigation Plan with this
agenda. This is a very long plan, and it must be updated every five years. There are five counties
that are included in this regional plan (Chatham, Lee, Johnson, Harnett and Moore). All the
municipalities in these five counties are also included in this plan. Town Staff have been highly
involved with this plan. At the time of this memo, there are a few small edits that have no major
impact on the plan that I have asked to be updated in the plan before the final copy is submitted.
It is very important that the Town of Erwin be a part of this plan and adopt this plan so we can
remain eligible for federal assistance from FEMA if needed or to apply for other hazard
mitigation grants. The consultants that were hired to develop this plan have worked hard on this
plan in a short time window with the holiday schedule we did not have a chance to present this at
one of our workshop meetings.

WHEREAS, the citizens and property within the Town of Erwin are subject to the
effects of natural hazards that pose threats to lives and cause damage to property, and with the
knowledge and experience that certain areas of the county are particularly vulnerable to drought,
extreme heat, hailstorm, hurricane and tropical storm, lightning, thunderstorm wind/high wind,
tornado, winter storm and freeze, flood, hazardous material incident, and wildfire; and
WHEREAS, the Town of Erwin desires to seek ways to mitigate the impact of identified
hazard risks; and
WHEREAS, the Legislature of the State of North Carolina has, in Article 5, Section
160D-501 of Chapter 160D of the North Carolina General Statutes, delegated to local
governmental units the responsibility to adopt regulations designed to promote the public health,
safety, and general welfare of its citizenry; and
WHEREAS, the Legislature of the State of North Carolina has enacted General Statute
Section 166A-19.41 (State emergency assistance funds), which provides that for a state of
emergency declared pursuant to G.S. 166A-19.20(a) after the deadline established by the Federal
Emergency Management Agency, the eligible entity shall have a hazard mitigation plan approved
pursuant to the Stafford Act; and
WHEREAS, Section 322 of the Federal Disaster Mitigation Act of 2000, as amended,
states that local governments must develop an All-Hazards Mitigation Plan in order to be eligible
to receive future Hazard Mitigation Grant Program Funds and other disaster-related assistance
funding, and that said Plan must be updated and adopted within a five-year cycle; and
WHEREAS, the Town of Erwin has performed a comprehensive review and evaluation
of each section of the previously approved Hazard Mitigation Plan and has updated the said plan
as required under regulations and at 44 CFR Part 201 and according to guidance issued by the
Federal Emergency Management Agency and the North Carolina Division of Emergency
Management, and that the plans have been updated in accordance with federal laws including the
Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended; the National
Flood Insurance Act of 1968, as amended; the National Dam Safety Program Act, as amended;
as required under regulations at 44 CFR Part 201, and according to guidance issued by the
Federal Emergency Management Agency and the North Carolina Division of Emergency
Management; and
WHEREAS, it is the intent of the Board of Commissioners of the Town of Erwin to
fulfill this obligation in order that the County will be eligible for federal and state assistance in
the event that a state of disaster is declared for a hazard event affecting the County;

NOW, THEREFORE, be it resolved that the Board of Commissioners of the Town of
Erwin hereby:
1. Adopts the Cape Fear Regional Hazard Mitigation Plan.
2. Vests Harnett County Emergency Management with the responsibility, authority, and the
means to:
(a) Inform all concerned parties of this action.
(b) Cooperate with Federal, State, and local agencies and private firms which
undertake to study, survey, map, and identify floodplain areas, and cooperate
with neighboring communities with respect to management of adjoining
floodplain areas in order to prevent exacerbation of existing hazard impacts.
3. Appoints Harnett County Emergency Management to assure that the Hazard Mitigation
Plan is reviewed annually and every five years as specified in the Plan to assure that the Plan is in
compliance with all State and Federal regulations and that any needed revisions or amendments to
the Plan are developed and presented to the Town of Erwin Board of Commissioners for
consideration.
4. Agrees to take such other official action as may be reasonably necessary to carry out the
objectives of the Hazard Mitigation Plan.
