The regular meeting of the Escondido City Council was called to order at 3:30 p.m. on Wednesday, March 25,
2015 in the Council Chambers at City Hall with Mayor Abed presiding.
ATTENDANCE:
The following members were present: Councilmember Olga Diaz, Councilmember Ed Gallo, Councilmember
John Masson, Deputy Mayor Michael Morasco, and Mayor Sam Abed. Quorum present.
O RAL COMMUNICATIONS
CLOSED SESSION: (COUNCIL! SUCCESSOR AGENCY/ RRB)
Jeffrey Epp, City Attorney, recommended to the City Council that they adopt a motion to add an item to the
closed session portion of the aty Council agenda pursuant to the authority found in Government Code Section
54954.2(b)(2). That added item is a matter of pending litigation: Stuck in the Rough, LLC v. City of Escondido,
Case No. 37-2013-00074375-CU-WM-NC. The closed session would occur pursuant to the authority of
Government Code Section 65956.9(a). A trial court ruling impacting the City's position in the litigation was
issued and discussed in closed session last week, followed by a public report. There is no Council meeting
scheduled for April 1, 2015. Since the posting of the agenda this week, the Plaintiff has contacted the City
regarding the case and timely action is required.
COUNCIL ACTION: Moved by Councilmember Diaz and seconded by Councilmember Gallo to add the
above item to the Closed Session pursuant to Government Code Section 54954.2(b)(2); that the need to
take immediate action arose subsequent to the posting of the agenda; and to recess to Closed Session.
Motion carried unanimously.

CALL TO ORDER
The regular meeting of the Escondido City Council was called to order at 4:33 p.m. on Wednesday, March 25,
2015 in the Council Chambers at City Hall with Mayor Abed presiding.
MOMENT OF REFLECTION:
Greg Lane led the Moment of Reflection.
FLAG SALUTE
Mayor Abed led the Flag Salute.
ATTENDANCE:
The following members were present: Councilmember Olga Diaz, Councilmember Ed Gallo, Councilmember
John Masson, Deputy Mayor Michael Morasco, and Mayor Sam Abed. Quorum present.
Also present were: Clay Phillips, City Manager; Jeffrey Epp, Oty Attorney; Barbara Redlitz, Community
Development Director; Ed Domingue, Public Works Director; Diane Halverson, Oty Clerk; and Michael Thorne,
Minutes Clerk.
ORAL COMMUNICATIONS
Tom Cowan, Escondido, expressed that additional work is needed to assist homeless veterans in Escondido.
Mayor Abed thanked the following employees for their continuous service to the City:
Vasana Vipatapat, Todd Anderson, Rob Ridgway, Jerry Dunaway, Frank Anderson and Gail Merriam
CONSENT CALENDAR
Councilmember Diaz removed item 4 from the Consent Calendar for discussion.
MOTION: Moved by Councilmember Diaz and seconded by Councilmember Masson to approve the following
Consent Calendar items with the exception of item 4. Motion carried unanimously.

4. 2014 ANNUAL HOUSING ELEMENT REPORT (PHG 14-0036) -
Request Council approve authorizing staff to submit the 2014 Annual Housing Report on the City's
progress on Housing Element implementation, due on April 1, 2015, to the State Office of Planning and
Research and the Department of Housing and Community Development. (File No. 0875-70)
Staff Recommendation: Approval (Community Development Department: Barbara Redlitz)
Councilmember Diaz questioned staff regarding the upcoming Shelter by Right Zone Workshop and what
outreach methods will be used to notify the public.
Jay Petrek, Assistant Director of Planning, indicated that notification would be sent to any identified property
owners and business owners of recommended sites, as well as interested persons from the 2013 workshop.
MOTION: Moved by Coundlmember Diaz and seconded by Councilmember Gallo to approve authorizing staff
to submit the 2014 Annual Housing Report on the City's progress on Housing Element implementation, due on
April 1, 2015, to the State Office of Planning and Research and the Department of Housing and Community
Development. Motion carried unanimously.
CONSENT — RESOLUTIONS AND ORDINANCES (COUNCIL/SUCCESSOR AGENCY/ RRB)
The following Resolutions and Ordinances were heard and acted upon by the City Council/Successor
Agency/RRB at a previous City Council/Successor Agency/Mobilehome Rent Review meeting. (The title of
Ordinances listed on the Consent Calendar are deemed to have been read and further reading waived.)
PUBLIC HEARINGS
5. SHORT-FORM RENT INCREASE APPLICATION FOR SUNDANCE MOBILEHOME PARK -
Request Council consider the short-form rent increase application submitted by Sundance Mobilehome
Park and if approved, grant an increase of seventy-five percent (75%) of the change in the Consumer
Price Index, or 2.322% (an average of $15.29) for the period of December 31, 2012 to June 30, 2014.

RRB RESOLUTION NO. 2015-01
Karen Youel, Housing Staff, presented the staff report, utilizing a PowerPoint presentation.
Art Stevens, Code Enforcement Officer, was available to answer questions.
Amber Monte, Owners Representative for Sundance Mobilehome Park, addressed the Coundl
regarding the upgrades the company has performed on the property.
Don Greene, Resident Representative of Sundance Mobilehome Park, stated that the residents are
not protesting the rent increase and are pleased with the new management company. Noted that the "Sunset
Deck" has restricted access and residents would like to utilize this area. Some homes have sustained water
damage due to run-off. Twenty-four residents would like a credit issued for overpayments.
Bob Wise, Escondido, stated that the Council should govern by the principles of the Prop-K law.
MOTION: Moved by Deputy Mayor Morasco and seconded by Councilmember Diaz to approve the short-form
rent increase application submitted by Sundance Mobilehome Park and grant an increase of seventy-five percent
(75%) of the change in the Consumer Price Index, or 2.322% (an average of $15.29) for the period of
December 31, 2012 to June 30, 2014 and adopt Resolution No. 2015-01. Motion carried unanimously.

CURRENT BUSINESS
6. BUDGET ADJUSTMENT REQUEST AND APPROVAL OF CHANGE ORDERS FOR THE INFLUENT
PUMP STATION PROJECT AT THE HALE AVENUE RESOURCE RECOVERY FACILITY -
Request Council approve a budget adjustment in the amount of $1,369,900 to Capital Improvement
Program (CIP) No. 804001 (HARRF Influent Pump Station) from the Wastewater unallocated reserves
and authorize an amendment to the contract with TC Construction Company, Inc. not to exceed
$1,931,579 (23.7% over the original contract amount of $8,169,500). (File No. 0600-10 [A-3063])
Staff Recommendation: Approval (Utilities Department: Christopher W. McKinney)
RESOLUTION NO. 2015-15
Christopher McKinney, Director of Utilities, presented the staff report, utilizing a PowerPoint presentation.
Nelson Nuecza, Associate Utilities Engineer, was available to answer questions.
MOTION: Moved by Councilmember Gallo and seconded by Councilmember Diaz to approve a budget
adjustment in the amount of $1,369,900 to Capital Improvement Program (CIP) No. 804001 (HARRF Influent

7. FINANCIAL REPORT FOR QUARTER ENDED DECEMBER 31, 2014 AND REQUESTED BUDGET
ADJUSTMENTS -
Request Council receive and the the second quarter financial report and approve requested budget
adjustments to amend the Fiscal Year 2014/2015 Operating Budget. (File No. 0430-30)
Staff Recommendation: Approval (Finance Department: Sheryl Bennett)
Sheryl Bennett, Director of Administrative Services, introduced the following staff to present the report
Joan Ryan, Assistant Director of Finance; Scott Peterson, Finance; and Michelle LeFever, Finance, presented
the staff report, utilizing a PowerPoint presentation.
MOTION: Moved by Councilmember Masson and seconded by Councilmember Gallo to receive and file the
second quarter financial report and approve requested budget adjustments to amend the Fiscal Year 2014/2015
Operating Budget. Motion carried unanimously.
8. PROPOSED CHANGES TO ANNUAL INVENTORY OF CITY FEES -
Request Council approve authorizing new City fees, make changes to certain existing fees for services
and delete fees for services that are no longer used. (File No. 0480-45)

RESOLUTION NO. 2015-26
Sheryl Bennett, Director of Administrative Services, introduced Christina Holmes.
Christina Holmes, Revenue Manager, presented the staff report, utilizing a PowerPoint presentation.
Don Greene, Escondido, requested the Council not increase the Mobile Home Rent Application fee.
MOTION: Moved by Councilmember Gallo and seconded by Deputy Mayor Morasco to approve authorizing
new City fees, make changes to certain existing fees for services and delete fees for services that are no
longer used and adopt Resolution No. 2015-26. Motion carried unanimously.

FUTURE AGENDA
9. FUTURE AGENDA-
The purpose of this item is to identify issues presently known to staff or which members of the Council
wish to place on an upcoming City Council agenda. Council comment on these future agenda items is
limited by California Government Code Section 54954.2 to darifying questions, brief announcements,
or requests for factual information in connection with an item when it is discussed.

Councilmember Diaz and Councilmember Gallo requested an item regarding downtown parking be added to
the Future Agenda.
L COUNCIL MEMBERS SUBCOMMITTEE REPORTS
Councilmember Gallo stated that the San Diego County Water Authority will meet tomorrow, and recently was
successful in winning their lawsuit against the Metropolitan Water Authority.
Mayor Abed reported on SANDAG's recommendation to utilize surplus funds from the Nordahl Bridge Project
into other county projects.
Councilmember Diaz reported on the San Dieguito River Park organizational restructuring and search for a new
Executive Director; the proposed budget for next year will include an increase in the annual contribution.
