CITY OF ESCONDIDO SPECIAL MEETING OF THE CITY COUNCIL 8:00 A.M. WEDNESDAY, FEBRUARY 28 1 2018 CALIFORNIA CENTER FOR THE ARTS, ESCONDIDO STATE OF THE CITY MINUTES ) CALL TO ORDER I The Special Meeting of the City Council of the City of Escondido, California, was called to order at 8:00 a.m. on Wednesday, February 22, 2018 at the California Center for the Arts, Escondido with Mayor Abed presiding. MASTER OF CEREMONIES Craig Carter, Chief of Police, welcomed everyone to the annual State of the City Address and introduced Mayor Abed, Deputy Mayor John Masson, and Councilmembers Olga Diaz, Ed Gallo, and Michael Morasco. INVOCATION Chaplain Joe Garcia led the Invocation. FLAG SALUTE AND PLEDGE OF ALLEGIANCE Escondido Police and Fire Color Guard led the Flag Salute and Pledge of Allegiance. NATIONAL ANTHEM The San Pasqual Show Choir performed the National Anthem. CHAMBER OF COMMERCE REMARKS Kevin S. Svetich, Board of Directors, reported on the Chamber of Commerce sponsored activities that were held in the City. ATTENDANCE The following members were present: Councilmember Olga Diaz, Councilmember Ed Gallo, Deputy Mayor John Masson, Councilmember Michael Morasco, and Mayor Sam Abed. Quorum present. Mayor Abed noted the challenges facing our city today: Poverty, Homelessness, and Pension Reform. Mayor Abed also shared the top priorities for 2018: Future Business Park, Neighborhood Improvement, Improved Water Infrastructure, and Smart City Innovation.
