APPROVAL OF MINUTES: Regular Meetings of September 21, 2022 and September 28, 2022 4. WAIVER OF READING OF ORDINANCES AND RESOLUTIONS – 5. FISCAL YEAR 2022-23 STATE OF CALIFORNIA OFFICE OF TRAFFIC SAFETY SELECTIVE TRAFFIC ENFORCEMENT PROGRAM (STEP) GRANT AND BUDGET ADJUSTMENT Request the City Council approve to adopt Resolution No. 2022-155, authorizing the Escondido Police Department to accept a Fiscal Year 2022-23 California Office of Traffic Safety (“OTS”) Selective Traffic Enforcement Program (“STEP”) Grant in the amount of $485,000; authorizing the Chief of Police or his designee to execute grant documents on behalf of the City; and approving budget adjustments needed to spend grant funds. The Police Department will use grant funds to pay salary and benefits for one full-time DUI traffic enforcement officer, traffic safety supplies, DUI checkpoints, saturation patrols, and traffic safety enforcement details. FISCAL YEAR 2022-23 STATE OF CALIFORNIA OFFICE OF TRAFFIC SAFETY PEDESTRIAN AND BICYCLE SAFETY PROGRAM GRANT AND BUDGET ADJUSTMENT Request the City Council approve to adopt Resolution No. 2022-156, authorizing the Escondido Police Department to accept a Fiscal Year 2022-23 California Office of Traffic Safety (“OTS”) Pedestrian and Bicycle Safety Program Grant in the amount of $25,000; authorizing the Chief of Police or his designee to execute grant documents on behalf of the City; and approving budget adjustments needed to spend grant funds. The Police Department will use grant funds to pay for police officer overtime for educational programs related to pedestrian and bicycle safety, and to provide bicycle helmets, educational materials and safety supplies to community members.
