ANNUAL PROGRESS REPORT ON THE IMPLEMENTATION OF THE GENERAL PLAN (PL22-0503) Request the City Council review and receive the General Plan Annual Progress Report (“APR”), documenting the City of Escondido's ("City") progress on implementing the General Plan, and authorize submittal of the report to the State Office of Planning and Research ("OPR"), the State Department of Housing and Community Development ("HCD"), and the San Diego Association of Governments ("SANDAG"). REJECT ALL BIDS FOR THE JUNIPER ELEMENTARY BIKE/PEDESTRIAN IMPROVEMENTS PROJECT Request the City Council approve to adopt Resolution No. 2022-129, rejecting all bids for the Juniper Elementary Bike/Pedestrian Improvements Project (“Project”) and authorizing staff to re-bid the project. AMENDING TRAFFIC SCHEDULE FOR STOP SIGNS Request the City Council approve to adopt Resolution No. 2022-159, amending the traffic schedule for stop signs to add all-way stop control at the intersections of Vista Avenue and Mc Geary Road and at Escondido Boulevard and Decatur Way. EMERGENCY REPAIR OF THE SEWER PIPELINE IN NORTH HALE AVENUE Request the City Council approve to adopt Resolution No. 2022-167, wherein the City Council affirms that it was not in session at the time of an emergency and it was appropriate for the City Manager, in his role as the Director of Emergency Services, to execute a Public Improvement Agreement pursuant to Chapter 7 and Section 10-80 of the Escondido Municipal Code, after finding and proclaiming that an emergency existed wherein an immediate emergency contract was required for repairs of a sewer main section in Hale Avenue, between Simpson Way and Industrial Avenue. The resolution also declares that public interest and necessity demand the immediate expenditure of public funds to safeguard life, health, or property.
