Commissioners present: Carol Rea, Chair; Errol Cowan, Vice-Chair; Marc Correll, Commissioner; James Spann, Commissioner; and Nicole Purvis, Commissioner. Commissioners absent: Carol Breitenfeld, Commissioner; and Marion Hanlon, Commissioner. Staff present: Adam Finestone, City Planner; Paul Bingham, Assistant Planner II; Matthew Souttere, Associate Engineer; and Joanne Tasher, Minutes Clerk. MINUTES: Moved by Commissioner Spann, and seconded by Commissioner Purvis, to approve the action minutes of the February 25, 2021, meeting. Motion carried unanimously 5-0; Ayes: Correll, Cowan, Purvis, Rea, and Spann. (Breitenfeld and Hanlon were absent). WRITTEN COMMUNICATION: None. ORAL COMMUNICATION: None. DISCUSSION -2021 HISTORIC PRESERVATION AWARDS: REQUEST: Follow up discussion on potential themes and/or recipients for 2021 Historic Preservation awards STAFF: Paul K. Bingham, Assistant Planner II COMMISSION DISCUSSION: Five churches and the Masonic Lodge were discussed. The names and locations are as follows: (A) The 1st United Methodist Church of Escondido at 341 S. Kalmia Street (B) The Canvas Church (Old Vintage Church) at 1300 S. Juniper Street (C) The Trinity Episcopal Church at 845 Chestnut Street (D) The First Church of Christ Scientist at 440 S. Broadway (E) The Point Church (formerly Iglesia Monte de Los Olivos) at 331 W. 4th Avenue (F) The Escondido Masonic Center (Consuelo Masonic Lodge #325, an adobe) at 1331 S. Escondido Blvd. Chair Rea preferred for all churches to be honored. Commissioner Spann was impressed by the Masonic Temple. Commissioner Spann also felt all six buildings should be honored. Commissioner Purvis agreed the Masonic Lodge and The Point Church should be honored and also The 1st United Methodist Church. Commissioner Purvis requested that the builder/architect information be added to the awards. COMMISSIONER ACTION: Motion by Commissioner Span and seconded by Commissioner Correll to honor approve all six buildings with Historic Preservation Awards. DESIGN REVIEW - CASE NO. PL 21-0055: REQUEST: Grand Avenue Vision Plan - Phase I Historic Preservation Commission guidance in selection of place-making features proposed for the Grand Avenue Vision Plan (Phase I), including ornamental lighting fixtures, fencing and sidewalk treatments ZONING/LOCATION: Downtown Specific Plan, Downtown Historic District/ Grand Avenue between Maple Street and Broadway APPLICANT: City of Escondido STAFF: Matthew Souterre, Associate Engineer, Engineering Services Division STAFF RECOMMENDATION: Provide direction The project was brought back to the Commission for further review of the design and style of lighting and sidewalks. COMMISSIONER DISCUSSION: The Commissioners discussed the two design elements of the Grand Avenue Vision Plan. They discussed each design element - lighting and sidewalks - separately. Lighting The Commissioners discussed the acorn design. Commissioner Purvis thanked the staff and consultants for including the acorn style. Chair Rea was concerned that due to the lighting and placement of the lights that the sidewalks would be less illuminated that the streets. Chair Rea also expressed some concern with the height of the light poles. DocuSign Envelope ID: 19E83F77-82DA-4818-ADF3-028713165E2D COMMISSION ACTION: Moved by Chair Rea and seconded by Commissioner Cowan to recommend the acorn style lighting. Motion passed unanimously. 5-0; Ayes: Correll, Cowan, Purvis, Rea, and Spann. (Breitenfeld and Hanlon were absent). Sidewalks Chair Rea was concerned that the sidewalks would be less illuminated and therefore harder for pedestrians to see when walking. Chair Rea wants the use of upper and lower case letters for the etching. Commissioner Purvis prefers the single "S" curve or single line of text for the etching rather than a paragraph style. Commissioner Purvis also wants the use of upper and lower case letters. COMMISSIONER ACTION: Moved by Chair Rea and seconded by Commissioner Cowan to recommend Times Roman font, use of upper and lower case letters as etching in the sidewalks. Motion passed unanimously 5-0; Ayes: Correll, Cowan, Purvis, Rea, and Spann. (Breitenfeld and Hanlon were absent). ORAL COMMUNICATION: None. COMMISSIONER COMMENTS: None.
