BOARD MEETING MINUTES
Thursday, June 11, 2015, 2:00 p.m.
Library Board Room
CALL TO ORDER: Trustee Knight called the meeting to order at 2:11 p.m.
Members Present: Elmer Cameron, Gary Knight, Mirek Gorny, Mayra Salazar
Members Absent: , None
Staff Present: Loretta McKinney, Director of Library & Community Services, Cynthia Smith,
Deputy City Librarian, Janet Rulien, Minutes Clerk
WRITTEN/ORAL COMMUNICATIONS: None.
APPROVAL OF MINUTES: MSC Cameron/Gorny to approve the minutes as written, Vote 4/0.
SWEARING IN OF TRUSTEE: Director McKinney administrated the swearing in procedure for an
extended term of four years for Trustee Elmer Cameron.
LIBRARY TRUST FUND REPORT: Director McKinney went over the trust fund reports and responded to
the Trustee's questions. The Library is consciously not spending trust fund monies since the fund is not
being replenished by the State Library. Director McKinney gave an overview of the Public Library
Funding ("PLF") and Transaction Based Refunds ("TBR") funding cuts in 2009. Specific questions were
answered by both Director McKinney and Deputy Smith. Director McKinney thoroughly discussed the
technology trust fund and the broadband initiative.
BOARD OF TRUSTEES ELECTION OF OFFICERS: Director McKinney briefly discussed the governance
pertaining to the Library Board of Trustees. The Board decided to look into options for revising the
Bylaws. Director McKinney will check this through the City Attorney and find out how we can go about
revising these Bylaws. Changes to the Bylaws will be made by Library Staff and then will be presented to
the Board for recommendations. The Bylaws will then be submitted to the City Attorney's Office to
approve as to form.
Director McKinney passed out nomination forms for all Trustees for the positions of President and
Secretary of the Library Board of Trustees. Nominations for Board President and for Secretary were
given by the Trustees: Nominations were for Mirek Gorny for President and Mayra Salazar for Secretary.
Both Trustee Gorny and Salazar accepted the nomination. MSC Cameron/Knight to elect Mirek Gorny
as Board President and Mayra Salazar as the Secretary, vote 4/0.
Director of Library and Community Services: Director McKinney said that the City Council approved our
general fund budget and provided copies for the Trustees. All Department budgets were increased
because of salaries/benefits, utilities and insurance. Director McKinney discussed some of the changes
that we have made including filling the senior positions with different positions that meet the needs of
our Library, but are paid at a lower rate. Deputy Smith explained specifics of some of the Maintenance
of Equipment section of our general fund budget.
The City Council will review our Capital Improvement requests for funds. The Library has the allocation
of The Friend's monies and then the Radio Frequency Identification ("RFID") and Automated Materials
Handling ("AMH"). As of this time, it looks like those three items will be approved. The Trustees asked
specific questions about the projects we have requested. Trustee Knight asked about the Library
Expansion capital funds. In August, Director McKinney will be approaching the City Council requesting
approval to use the funds for strategic planning and a needs assessment. This is already a capital project
and the money rolls over from year to year.
Deputy Smith: Summer Reading Programs start June 16, 2015 and runs through the end of July 2015.
One presentation that is coming up is called "Gold Hill" and is presented by The Friends of the Pioneer
Room. The Literacy Learner Program is coming up the third week of June and we hope that all Trustees
attend. Former Board member Stan Levy is our keynote speaker. Please RSVP as soon as possible.

determined that only draft (unsigned) minutes exist for this meeting. In an effort to
preserve a collection of minutes, the draft minutes have been submitted to compile a
formal record of the business conducted at this Library Board of Trustees meeting for
historical purposes.
