City Staff Present: Veronica Morones, Assistant Director of Development Services; Owen Tunnell, Assistant City Engineer; Dare DeLano, Assistant City Attorney; Pricila Roldan, Associate Planner; Angel Estrada, Minutes Clerk. APPROVAL OF MINUTES: 1. February 10, 2026 Meeting Minutes. The Commission discussed the approval of the minutes. Due to the lack of a quorum, the item was continued to the next Planning Commission meeting. WRITTEN COMMUNICATIONS: None. ORAL COMMUNICATIONS: None. PUBLIC HEARINGS: None. CURRENT BUSINESS: 2. PL26-0005 – The General Plan’s 2025 Housing Element Annual Progress Report REQUEST: A request for Planning Commission to receive and file the General Plan’s 2025 Housing Element Annual Progress Report (“Housing Element APR”). PROPERTY SIZE AND LOCATION: Citywide. STAFF RECOMMENDATION: Receive and file. COMMISSION DISCUSSION: The Commission discussed the timeline for the next housing element update cycle, coordination with state and regional agencies, and the anticipated use of a consultant due to increasing legislative complexity. The Commission also expressed appreciation for the presentation and staff report. FUTURE AGENDA ITEMS: None. ORAL COMMUNICATIONS: None. SELECTION OF CHAIR AND VICE-CHAIR: None. PLANNING COMMISSIONERS: None. CITY PLANNER'S REPORT: Veronica Morones, Assistant Director of Development Services, reported several projects are anticipated over the next three to six months. Upcoming items include long-range planning efforts such as a comprehensive update to the accessory dwelling unit ordinance, the El Caballo Park Master Plan with associated environmental review, and annual progress reports. Staff also noted that private development projects are expected, including subdivisions and larger residential developments with legislative entitlements. The Planning Commission is anticipated to have an active role as both an advisory body and decision-maker, with a potentially busy upcoming schedule.
