The meeting of the Public Art Commission was called to order on March 14, 2022 at 3:00 p.m. by Chair
Velasco in the Escondido City Council Chambers.
Commissioners Present: Commissioner Matthew Cowell; Commissioner Juan Vargas; Commissioner Terri
Ryan; and Commissioner Anna Marie Velasco
Commissioners Absent: Commissioner Spann.
Staff Present: Danielle Lopez, Assistant Director of Communications and Community Services; Zack Beck,
City Clerk

1. APPROVAL OF MINUTES – January 10, 2022

4. Washington Park Murals - EUHSD

5. Murals on Palomar College
Motion to direct staff to create a proposal for the installation of two murals on Palomar College:

6. Centre City Parkway Monuments
Chair Velasco met with Tim Mann from CALTRANS met to discuss the feasibility of this project.
LIASON REPORT
7. Master Plan Update
Danielle Lopez reported that the City of Escondido has selected RRM as the consultant for the
Master Plan Update.
8. Library Mural and Garden
Ribbon cutting ceremony occurred on March 11, 2022
9. Tristan’s Mural
Working on executing the final contract.
10. Future Murals
Danielle Lopez reported that a mural application has been submitted for 120 West Grand
Avenue, Escondido CA, 92025

Danielle Lopez provided an update on the Public Art Commission budget.
SUBCOMMITTEE UPDATES
11. Mural Subcommittee
Commissioner Vargas reported that the Subcommittee met on March 11th and reviewed Charlie
Mejia’s mural application. Additional mural opportunities will become available via EUHSD.
12. Queen Califia Subcommittee
City staff has developed a QR Code for donations to a maintenance fund for Queen Califia.
ITEMS FROM COMMISSIONERS
Commissioner Vargas – Shared the concept of establishing an “Art Box” in Escondido.
Commissioner Ryan – Shared an article from San Diego Magazine that highlights Escondido.
Discussed the possibility of installing solar panels to highlight art throughout Escondido.
