16 Public Art Commission 04/14/14 CITY OF ESCONDIDO MINUTES OF THE REGULAR MEETING OF THE PUBLIC ART COMMISSION April 14, 2014 The regular meeting of the Public Art Commission was called to order at 3:03 p.m. by Chairman Murphy in the Mitchell Room, 201 North Broadway, Escondido, California. Commissioners present: Chairman Murphy, Commissioner Hudgins, Commissioner Mates, Commissioner Preston, Commissioner Tiedeman and Commissioner Will. Commissioners absent: Vice-chairman Harrison Staff present: Jay Petrek, Assistant Planning Director; Kristina Owens, Associate Planner; and Ty Paulson, Minutes Clerk. ORAL COMMUNICATIONS - None. MINUTES: Moved by Commissioner Mates, seconded by Commissioner Tiedeman, to approve the minutes of the January 13, 2014, meeting. Motion carried unanimously. NEW BUSINESS: 1. Queen Califia Repairs — Discussion/Possible Action Mr. Petrek referenced the staff report and further noted that the piece had additional issues with water intrusion into the walls. He stated that the Foundation was enthusiastic about how well the piece was doing given its age. He indicated that the reason for some of the maintenance issues was due to the quality of the original tiles not meeting exterior standards. He also noted that one section of the black and white tiles near the entrance had been changed and were doing very well. Discussion ensued regarding a clarification of the reopening date. Additional discussion ensued regarding using flexible mortar for the tiles. Public Art Commission 04/14/14 17 Chairman Murphy noted that it appeared the City could plan on the project having ongoing maintenance. Commissioner Tiedeman suggested contacting Cal Poly for any help they could provide. Mr. Petrek noted that the Niki Foundation had offered to front 50 percent of the repairs for the piece so far. 2. Revised Queen Califia Docent Prow -am/Re-Opening- Discussion/Possible Action Mr. Petrek stated that staff would like the Commission to head up the docent program, noting that the Friends of Kit Carson Park might be a source for volunteers. Chairman Murphy noted that the Escondido Arts Partnership also offered to help with the docent program. Staff was to set up a meeting with the various organizations to meet with the Docent Subcommittee. Staff suggested opening the piece fewer hours as long as there was coverage. Commissioner Mates felt the docent program would need between 30 and 40 volunteers to keep the program viable. The Queen Califia Docent Subcommittee was comprised of Commissioner Tiedeman, Commissioner Harrison, and Commissioner Preston. Commissioner Mates was the alternate. Mr. Petrek noted that staff felt it would be beneficial to have some of the repairs occurring when the piece was open in order to create more interest and awareness of the project. Commissioner Preston suggested contacting Palomar College for possible volunteers. Discussion ensued regarding the allowable age for docents as well as contacting the local high schools for volunteers. DIRECTOR'S REPORT: Mr. Petrek referenced the City Council Action Plan and noted that a push had been 18 Public Art Commission 04/14/14 made not to touch the Public Art fee, noting that the City needed the interest from the fund to maintain the public art pieces. Mrs. Owens provided the staff report with regard to the Pillars of the Community and the Vinehenge projects. Mr. Petrek noted that an RFP went out for the Grape Day Park Master Plan. STAFF LIAISON REPORT — Received. FINANCIAL REPORT — March 2014 Mrs. Owens referenced the staff report and requested input WRITTEN COMMUNICATIONS — None. ORAL COMMUNICATIONS: Patricia Borchmann, Escondido, noted she was a volunteer with Reveal Escondido Creek. She concurred with the Commission deferring funding to the Queen Califia Project. She asked that the Commission consider allocating future funding for the Escondido Creek project. Mr. Petrek suggested an agenda item to discuss prioritizing funding expenditures. Pat Mues, Escondido, expressed her concern with locking the Queen Califia piece due to vandalism when apparently the main issue was with maintenance. She suggested installing camera systems to help deter any vandalism. She stated that individuals visiting the project from out of town would typically spend revenue in the City. She also suggested paying the docents, feeling this would provide more dependable individuals. Nicole Downey, Escondido, felt it would be beneficial for City Council to become docents. She also felt cameras and signage would help deter any vandalism. ITEMS FROM COMMISSIONERS: Commissioner Hudgins and staff discussed providing information to the Library about the public art pieces. Public Art Commission 04/14/14 19 Commissioner Mates asked staff to convey her thanks to the department that upgraded the landscaping around the New Leaf project. Chairman Murphy requested an agenda item to discuss meeting bi-monthly. FUTURE AGENDA ITEMS: Future agenda items included prioritizing funding for public art projects, updating the Commission on the Docent Program, confirming the online Queen Califia information, and the Commission's meeting schedule.
