26 Public Art Commission 10/13/14 CITY OF ESCONDIDO MINUTES OF THE REGULAR MEETING OF THE PUBLIC ART COMMISSION October 13, 2014 The regular meeting of the Public Art Commission was called to order at 3:02 p.m. by Vice-chairman Harrison in the Mitchell Room, 201 North Broadway, Escondido, California. Commissioners present: Vice-chairman Harrison, Commissioner Hudgins, Commissioner Mates, Commissioner Tiedeman and Commissioner Will. Commissioners absent: Chairman Murphy, and Commissioner Preston, Staff present: Jay Petrek, Assistant Planning Director; Kristina Owens, Associate Planner; and Ty Paulson, Minutes Clerk. ORAL COMMUNICATIONS — None. MINUTES: Moved by Commissioner Mates, seconded by Commissioner Will, to approve the minutes of the August 11, 2014, meeting. Motion carried. Ayes: Mates, Will, Tiedeman, and Harrison. Noes: None. Abstained: Hudgins. (4-0-1) OLD BUSINESS: 1. Update on Public Art Fee and Commission — Report/Discussion Jay Petrek, Assistant Planning Director, provided the update and noted that City Council's direction was to retain the public art fee. 2. Queen Califia Docent/Re-Openinq Ad Hoc Committee - Report/Discussion/Action Commissioner Tiedeman provided the update and noted that Phyllis Savin was training potential docents. She also noted that they had already received bookings. Mrs. Owens noted that she had been receiving requests for tours. She also stated that Info Systems is working on updating the Queen Califia website. Public Art Commission 10/13/14 27 Discussion ensued regarding establishing tour times for Saturdays. Commissioner Hudgins asked if the person opening the piece needed to be a docent. Mr. Petrek replied in the negative. Discussion ensued on access to Queen Califia. Mrs. Savin felt once the lockbox was established the docents would be able to handle the openings. Mrs. Owens noted that she would have the lockbox set up this week with a possible tethered key system. NEW BUSINESS: 1. Next Steps for Queen Califia — Discussion/Action — (Previously discussed) 2. San Diego Sheriff Department Search and Rescue Event at Kit Carson Park — Discussion/Action Commissioner Tiedeman noted that the San Diego Sheriff Department Search and Rescue event at Kit Carson Park was scheduled for November 1 st, noting they would be staging part of the event at Queen Califia. DIRECTOR'S REPORT — None. STAFF LIAISON REPORT — Received. Commissioner Tiedeman asked if Lech Juretko had a schedule for repairs at Queen Califia. Mrs. Owens noted she would find out and report back to the Commission. Mr. Petrek noted that staff wanted to check with Lech Juretko to see if it was too distracting to work during tours. FINANCIAL REPORT — September 2014 Received. WRITTEN COMMUNICATIONS — None. ORAL COMMUNICATIONS — None. ITEMS FROM COMMISSIONERS: Commissioner Mates suggested adding one of Niki's pieces near the intersection of the Iris Sankey Arboretum. Mr. Petrek noted that staff would check with the Community Services Department. He also suggested contacting Niki's foundation for their input. 28 Public Art Commission 10/13/14 Commissioner Will suggested upgrading the Queen Califia signage in Kit Carson Park. This was to be agendized for the next meeting. Commissioner Tiedeman suggested establishing a special events committee for Queen Califia. Phyllis Savin, Escondido, suggested having special events in February, Niki's birthday, or October. Discussion ensued regarding calling the February event Kisses from the Queen. FUTURE AGENDA ITEMS — None. ADJOURNMENT: Vice-chairman Harrison adjourned the meeting at 3:47 p.m. The next meeting was scheduled for January 12, 2015.
