CALL TO ORDER
Roll Call: Fitzgerald, C. Garcia, J. Garcia, Martinez, White
ORAL COMMUNICATIONS
Tracie Barham – Requested that the City Council focus on environmentally friendly policies.
Stephen Wheeler – Expressed concern that the City of Escondido is biased against cannabis and
requested that the City Council review clinical research on cannabis.
Gregg Oliver – Requested that the CIty Council focus on a north star to move the City forward in a
positive direction.
WORKSHOP
1. COUNCIL VISION WORKSHOP
The Escondido City Council will address key municipal priorities through district updates;
comprehensive budget and organizational work plan reviews to identify priority gaps;
establishment of a Measure I budget philosophy with oversight and transparency guidelines;
review of a proposed City branding refresh for community alignment; analysis of Council
Subcommittees; strategic discussions on Proposition S and cannabis policy implementation’
considering resource constraints; and an assessment of Council Policies and Rules of
Procedure, culminating in confirmed decisions and actionable next steps for municipal
governance.
