EMERGENCY DECLARATION FOR REPAIR OF THE SEWER PIPELINE IN CASA GRANDE MOBILE ESTATES AND LANDSLIDE AT LAKE WOHLFORD ROAD Request the City Council adopt Resolution No. 2023-17, declaring that pursuant to the terms of 22050 of the California Public Contract Code, the City Council affirms that it was appropriate for City of Escondido (“City”) staff to forego normal bidding procedures and to award contracts for emergency repairs of a sewer main section in Casa Grande Mobile Estates and landslide at Lake Wohlford Road. The resolution, which must be passed by four-fifths vote, also declares that public interest and necessity demand the immediate expenditure to safeguard life, health, or property.
