ANNEXATION - 2025-01-ANNEX - 30575 SE EAGLE CREEK ROAD The applicant, WDC Investments, is proposing the annexation of Tax Lot 34E20AB00200, comprising roughly 1.51 acres of land. The property is currently zoned Clackamas County RRFF5: Rural Residential Farm Forest 5-acre, and the proposal does not include any change to Estacada's Central Mixed Use (CMU) Comprehensive Plan Map designation. This proposal is subject to the approval criteria in EMC 16.124 Annexations, as well as applicable goals and policies of the Estacada Comprehensive Plan. The Planning Commission will forward a recommendation to the City Council who will hold a public hearing on Monday, July 14th at 6:00pm in the Council Chambers at Estacada City Hall. B. ORDINANCE - 2025-004 – TITLE 16 DEVELOPMENT CODE AMENDMENTS The City of Estacada is proposing amendments to several sections of Title 16 – Development of the Estacada Municipal Code (EMC) pertaining to the following: • Elimination of cannabis/marijuana production and processing as an allowed use in the Light Industrial (M-1) zone; and • Clarification of requirements for cannabis/marijuana business licensing. This proposal is subject to the applicable criteria for development code amendments established in the Oregon Statewide Planning Goals, EMC 16.128, and applicable goals and policies of the Estacada Comprehensive Plan. The Planning Commission will forward a recommendation to the City Council who will hold a public hearing on Monday, July 14th at 6:00pm in the Council Chambers at Estacada City Hall. 6.
