SUBDIVISION AND VARIANCES – 2025-03-S – AMMEN HEIGHTS The applicant, William Hilands, is proposing a 19-lot residential subdivision of 4.00 acres of land described as Tax Lot 34E21CD08601, located at 585 SE 4th Avenue. The applicant is also requesting three variances related to the design of the proposed interior local street that would serve the new residential lots. The subject property is zoned Medium Density Residential (R-2). This application is subject to the approval criteria in Estacada Municipal Code chapters 16.20, 16.60, 16.74, 16.100, 16.108, 16.116, and applicable goals and policies of the Estacada Comprehensive Plan. The Planning Commission will forward a recommendation to the City Council, who will hold a public hearing on Monday, September 22nd starting at 6:00pm in the Estacada City Council Chambers. B. LAND PARTITION AND CONDITIONAL USE – 2025-03-LP – ESTACADA COMMUNITY CENTER The City of Estacada is proposing a two-lot partition of 0.80 acres of land described as Tax Lot 34E29AA07501, and a conditional use request for a “governmental use of land” in the R-3 zone. The subject property is zoned Downtown (D) and Multiple Family Residential (R-3). This application is subject to the approval criteria in Estacada Municipal Code (EMC) chapters 16.24, 16.26, 16.100, 16.116, 16.120 and applicable goals and policies of the Estacada Comprehensive Plan. 6.
