To carry out this mission the commission shall affirm, encourage and initiate programs and services within the City of Eugene and in the wider community designed to place priority upon protecting, respecting, and fulfilling the full range of universal human rights as enumerated in the Universal Declaration of Human Rights. To support and promote human rights, the commission will: provide human rights education, be proactive in human rights efforts, address human rights violations, ensure active public participation, be transparent and open, be publicly accountable for human rights progress. Public Comment Pamela Krause – Talked about world Toile Day and the fact the toilets in Park Blocks are usually closed and without a phone number for contact. Roberts Patterson – Announced he is running for mayor of Eugene and that his experience being homeless informs his values. Eugene Police Department (EPD) Liaison Sergeant Vinje presented the latest statistics on 2019 hate crimes from EPD Requests for Support/Funding Support request from NAMI approved for $200. Amanda McCluskey and Ibrahim Coulibaly volunteered to attend the event. HRC Chair election Jennifer Lleras Van Der Haeghen and Fabio Andrade explained the election process. The commission decided for separate elections for Chair and Vice Chair. Nominations for Chair position were opened. Joel Iboa and Ibrahim Coulibaly were nominated and accepted nominations. Each nominee addressed the commission for three minutes. Commissioners received ballots for first round of secret voting. Both nominees received 5 votes. A second round of voting ensued and the result from the first round was maintained. The HRC authorized the group to spend up to $1,000 for this event. Work Group and liaison Updates Bonnie Souza – WeCU –Written updates included in November’s meeting packet. Asked for updates on hiring for the Multicultural Liason position. Jennifer Lleras Van Der Haeghen provided updates on that process. Serena Markstrom – Homelessness and Poverty work group – Reported the work group attended a presentation by Lane County Legal Aid staff on decriminalization of homelessness. Ela Kubok – Civilian Review Board – The board discussed recommendation for training. Amanda McCluskey – Police Commission – Meeting included comments on homelessness and complaints from business owners. The group discussed updates to camping regulations and questioned increasing penalties. The commission is planning quarterly presentations on equity, diversity, and inclusion. The group received updates on upcoming changes in training for officers. Joel Iboa added that he talked to Police Commission chair on 2020 HRC priorities including removal of hate graffiti from private property and community safety forum. His feature documentary examines a 1979 fatal shooting of a white fisherman in a small fishing town of Seadrift, TX. What began as a dispute over fishing territory between Vietnamese refugees and local, white fisherman erupted into violence— boat burnings, KKK intimidation, and other hostilities—against Vietnamese refugees along the Gulf Coast. This film explores the complexities of human interactions; how fear of “others” and misunderstanding can destroy communities, as well as how reconciliation and understanding can be found when we see our “enemies” as human beings. 2  We believe that the filmmaker’s presence at our festival will be conducive to a rich, post-screening discussion; a valuable contribution to Eugene’s ongoing cultivation of diversity and understanding in the community. This annual event enters its 35th year at the Lane Events Center and operates with an all-volunteer committee of organizers, artisans, performers, and demonstrators. It is among the most successful and long-standing festivals in Lane County and Pacific Northwest that showcases Asian cultural traditions through the performing and visual arts; demonstrations of crafts, cooking, and martial art forms; youth activities, an educational heritage exhibit, thriving food court; and a marketplace featuring products, services, and educational information. Emphasis is on family and youth (free to youth 12 and under) with admission prices kept low and affordable. Discounts are 1 made for nonprofit agencies serving disadvantaged communities. Average attendance is between 10,000-12,000 visitors over the two-day event that takes place the 3rd weekend in February each year. A portion of its net proceeds go toward college scholarships and community grants. Funding to produce the event comes net proceeds (admission, vendor fees, sponsorships). As part of the Celebration, marketing support has been provided to other like-minded events to help further the event's mission to broaden understanding of cultural diversity, with those events publicized on the event website, posters, program guide, and on social media (facebook, instagram, twitter). This year's partners include DisOrient Film Festival, NAACP Freedom Fund Dinner, Hiroshima Peace Tree Planting, and Pacific Martial Arts Conference. The City of Eugene was the event's first and only official sponsor beginning in 1990 with inkind marketing support. During the 1990s, the Human Rights Council provided a nominal cash award of $150 and provided with a 10 x 20 booth in the Marketplace shared with the Eugene Police Department. Over the last decade or two, City of Eugene involvement and support has diminished. What has remained constant is the mayor of Eugene being a part of the official "Welcome" ceremony on the first day of the event. Last year, both Lane County Government and Lane Community College became sponsors of the event, joining long-standing sponsor University of Oregon. Our hope is the City of Eugene will once again become an involved partner with the festival and use this event as an opportunity to show a renewed commitment to the event's mission, encourage employee involvement, and showcase its own programs and services. As a government agency, a combination of inkind and cash support is considered and negotiable in our event sponsorship program (booth space, logo placement in marketing materials and social media, complimentary admission tickets). View it in your browser. 4 HRC BYLAWS ARTICLE IV. OFFICERS AND DUTIES Section 1. The officers of the commission shall be a chairperson and a vice-chair elected by the commission from among the members of the commission. To be eligible for chair nomination a commissioner must have served on the Human Rights Commission at least one (1) year. Section 2. Any commissioner may nominate a candidate from the commission for the position of chair or vice-chair. Nominations need not be seconded. Section 3. A member may decline nomination because of an inability to serve, but may not withdraw in favor of another member. Section 4. Any member may move to close the nominations; a second is required. If the motion carries, the chair then calls for the election. Section 5. The votes of all commission members will be recorded by the minutes recorder. The candidate who receives a majority of the votes cast becomes the new chair. In the event that no candidate receives a majority of the votes cast, a run-off election shall be held between the two candidates receiving the most votes. The same procedure is followed for the election of the vice-chair. Section 6. The chair and vice chair shall serve for one (1) year. The election will be held no later than the commission's regular meeting in January. If the chair cannot serve a full term, the vice chair shall assume the office for the remainder of the chair’s term. If the vice chair cannot serve a full term, the commission shall, at the meeting in which the resignation is received, or the vice chair is removed, elect a new vice chair to complete the unexpired term. If both chair and vice chair vacate their respective offices prior to the end of their terms, elections must be held at the following meeting to fill both offices. Section 7. Commissioners may not be elected as chair for more than two (2) successive terms. Section 8. The chair shall preside at all meetings of the commission; call special meetings subject to requirements of Article Vl; consult with staff on preparation of commission agendas; and perform all other duties necessary or incidental to the office. Section 9. The vice-chair shall perform the duties of the chairperson in the absence or inability of the chairperson. Section 10. The chair and vice chair are entitled to vote on all issues. Section 11. The chair or chair’s designee is the official spokesperson for the commission on all matters of community that concern the commission. This includes media inquiries. Section 12.
