PRESENT: Charles Rusch, President; John Lawless, Vice President; Adell McMillan,
Jon Belcher, Mitzi Colbath, Rick Duncan, Anne Mari Levis, members;
Tom Coyle, ex officio member; Susan Muir, Planning Director; Ken
Guzowski, Planning & Development Department; five representatives
from the media.
I. Downtown Area Housing Policy Analysis (DAHPA) Walking Tour
Mr. Rusch called the meeting to order and asked staff to begin the presentation. Mr.
Guzowski handed out the color tour map that indicated the zoning districts that would be
visited on the two hour tour. He explained the minimum and maximum density standards
for the 2.5 acre blocks that were articulated next to the zoning designations. The black
numbers in the blocks indicate the residential density in the block as verified by field
work.
Mr. Guzowski went on to explain that the Westside Mixed Use area is believed to be
causing commercial bleed from the downtown, although he does not think it to be true.
Mr. Guzowski explained that staff introduced DAHPA at the Jefferson/Westside
Neighborhood meeting, and will present to the West University Neighbors on April 1,
with Whiteaker on April 14. Citizen involvement is moving along on schedule.
Mr. Lawless asked if staff could explain the history of the General Office (GO) zoning
district. Mr. Duncan explained that the GO replaced the RP district, which was
Residential Professional.
A variety of questions were asked prior to the tour commencing at 12:00 p.m. The news
media completed an interview on the street with staff and the Planning Commission.
The tour generally followed the map, with stops along the way where discussions were
had regarding community character, densities of particular blocks and neighborhoods,
vacant lots, surface parking, new construction, applicability of the multiple family
standards, historic preservation, and other issues
The tour concluded at the U of O bookstore at 2:00 p.m
