This work session is informational only, and no action is requested at this time. BRIEFING STATEMENT Land Need for Industrial Lands The March 2, 2011 Envision Eugene Draft Proposal includes six strategies focused on the goal of providing ample economic opportunities for all community members. Many of these strategies address land inside the existing Urban Growth Boundary (UGB) and how to make those lands more economically productive. These strategies include meeting our 20‐year commercial land need inside the UGB, re‐designating small and underutilized industrial sites to commercial, and facilitating the development of vacant lands and brownfield sites. Another strategy calls for developing a portfolio of needed industrial sites to support economic development goals. Based on this portfolio, a recommendation to expand the UGB by 400‐500 acres for industrial uses is included in the Envision Eugene Draft Proposal. A public hearing was held before the City Council on April 25th that provided opportunity for input into this recommendation and the entire Envision Eugene proposal. On March 9, Council directed staff to begin analyzing lands outside the current UGB for industrial land development. Staff and members of the Community Resource Group Economic Development sub‐committee reviewed maps and information associated with possible expansion areas outside the UGB. Based on this work, additional analysis has focused on a specific area of northwest Eugene, including a preliminary wetlands analysis. Letters have also been mailed to property owners in this area to identify interests and concerns. The results of this work to date will be reviewed at the work session. Land Need for Public and Semi‐Public Lands Types of uses that occur on land categorized as public lands include education, parks and open space, and public facilities that provide operational purposes for agencies such as the City, utility companies, and the University. The primary use that occurs on land categorized as semi‐public 1 PC AIS July 25, 2011 - Page 3 lands are church related. The Technical Resource Group (TRG), a sub‐committee of the Community Resource Group, recently reviewed the land need associated with public and semi‐public lands and generally supported the conclusions. This information will be reviewed at the work session. NEXT STEPS A City Council work session will be held on July 27th on the same topics as this Planning Commission work session. In addition, Council will hear an update from the Technical Resource Group regarding Housing Land Need. The Council will not be asked to take any action at this time. The housing land need information will not be ready in time for this Planning Commission work session, but can be addressed at a work session in the near future. Public Open Houses A summer open house series is being held in the Atrium building at 99 West 10th Avenue on the first Wednesdays of July, August and September from 3‐6 pm. The first open house, on July 6th, provided an opportunity for the public to review maps and information related to single‐family housing. The August 3rd open house will focus on industrial land strategies and potential expansion areas; and the September 7th event will feature updated information on both single family and industrial land need and potential expansion. Industrial Land Need Work will continue over the summer to refine the industrial land need and the analysis of potential expansion areas. Conversations with property owners in these areas will also continue through the summer, as requested. Housing Land Need Work will continue over the summer to refine the single‐family land need based on additional analysis and public outreach. A City Council public hearing will be held in the fall to invite comment on the single‐family land need recommendation and any resulting need for a UGB expansion. Technical Resource Group The Technical Resource Group is expected to continue its work, reviewing multi‐family, mixed use and commercial capacity assumptions; industrial land need analysis; and monitoring and implementation issues that address many of the strategies outlined in the Adaptable and Flexible Implementation pillar.
