A brief update on the initiation of the South Willamette Street Improvement Plan will also be provided. BACKGROUND Two primary goals of the Envision Eugene project are to: 1) determine how Eugene will accommodate the next 20 years of growth in our community, as required by state law, and 2) create a future that is livable, sustainable, beautiful and prosperous. The City Manager’s March 2012 Envision Eugene recommendation includes several strategies and actions to implement the Envision Eugene vision. One of the strategies is to use “area planning” as a tool to merge the broader community vision embodied in Envision Eugene with the unique characteristics of specific areas of town. Area planning uses the language of urban design as an important bridge between policy‐level goals and on‐the‐ground projects that make up the structure of our community. The scale and scope of area planning are intended to align with emerging needs for corridor planning, seeking redevelopment opportunities, addressing compatibility issues, refining incentives and directing public investments. Given the many kinds of planning efforts undertaken in Eugene in the past, better understanding the role, process and outcomes of area planning will help sharpen our focus on implementation and set the stage for important choices. In particular, discussion and input from the Planning Commission is requested for two aspects of area planning with broad application, including: 1. Considerations for determining the level of long‐term change and development intensity in areas near current and/or future high‐capacity transit stations 2. Considerations for accommodating improvements along important streets that are attractive, safe for all users, and create an environment that supports desired redevelopment The South Willamette Concept Plan has evolved as a pilot project for area planning, focusing on creating a concept for a desirable district that will attract and accommodate housing and employment PC AIS NOVEMBER 26, 2012 - Page 3 needs as described in Envision Eugene. In creating the kind of neighborhood where more people want to live and work, the plan considers, ƒ how people move around in the district on foot, bike and in vehicles, ƒ opportunities for recreation, entertainment and doing business, and ƒ the kinds of buildings and streetscapes that make it a desirable place to be. The plan will set forth a long‐term vision as well as clear actions to realize the vision, including code changes, public improvements, and incentives to support gradual redevelopment as a successful business and living community. The South Willamette Concept Plan is being developed with broad input through a series of public workshops, focus groups, conversations with residents and property owners, online presentations and questionnaires. Recent work has focused on refining locations of land uses, sizes and form of buildings and details about future design of the street, sidewalks and character of the buildings facing the street. Discussion and feedback from the Planning Commission is requested for several aspects of the concept plan, including: 1. Potential application of the “Single‐Family Options” concept 2. Clearly specifying areas where row houses would be allowed within the district 3. Considerations for allowing higher intensity uses adjacent to important streets and as transitions In addition to the concept plan, the parallel project – the South Willamette Street Improvement Plan – is underway to guide future improvements to Willamette Street. This project is primarily aimed at informing short‐term improvements on the street but will also engage in broader discussion of desired long‐term changes that will be incorporated into the concept plan. The projects are being closely coordinated. Following staff presentations and discussion on area planning and the South Willamette Concept Plan, partner staff from Public Works Transportation and consultants will be on hand to provide an update on the street improvement project. NEXT STEPS Area Planning: The tools and methods of area planning will continue to be refined with input from the Planning Commission through the South Willamette project and subsequent efforts. South Willamette Concept Plan: Based on recent public input, the concept plan will be refined and presented in a public forum. A final Concept Plan, including recommendations for implementation, will be brought to the Planning Commission for acceptance. Following acceptance, staff will draft code revisions, related incentives, and a public improvement strategy with input from the Planning Commission. The final Concept Plan and related implementation tools will be brought to the City Council for their approval upon recommendation by the Planning Commission. PC AIS NOVEMBER 26, 2012 - Page 4 South Willamette Street Improvement Plan: Parallel with the public engagement process, consultants and staff will evaluate and refine street alternatives and bring a draft plan to the Planning Commission for discussion later in 2013.
