Commissioners: Steven Baker; John Barofsky; Rick Duncan; John Jaworski (Vice-Chair); Jeffery Mills; Kristen Taylor; William Randall (Chair) AGENDA ITEM SUMMARY October 27, 2014 To: Eugene Planning Commission From: Terri Harding and Zach Galloway, City of Eugene Planning Division Subject: Envision Eugene Implementation: UGB Expansion for Jobs, Parks, and Schools ACTION REQUESTED This work session provides the Planning Commission with an opportunity to discuss a preliminary recommendation for expanding the Urban Growth Boundary for jobs, parks, and schools. BRIEFING STATEMENT This meeting continues the conversation about Envision Eugene implementation, more specifically discussing a preliminary recommendation for establishing an urban growth boundary location, and comprehensive plan designations for land proposed to accommodate the city’s needs for jobs, parks, and schools over the next 20 years. Land for Jobs: Clear Lake Study Area Land for jobs includes land for both commercial jobs, such as retail, offices and medical clinics, and industrial jobs, such as manufacturing and distribution. Much of the City’s expected job growth, including all of our expected retail jobs, and offices and manufacturing on lots smaller than 10 acres, can be accommodated on existing lands, as well as through efficiency strategies (Employment and Industrial Code Amendments and Zone Changes, brownfield program). The City’s Economic Opportunities Analysis (EOA) shows a need to expand the UGB for 11 employment sites ranging in size from 10 to 100 acres each, totaling an estimate of 495 buildable acres. The targeted industries for these new employment sites include advanced manufacturing, food and beverage manufacturing, wood manufacturing, clean technology/renewable energy, biomedical, software development, warehousing and distribution, corporate offices, and health and wellness. The 2012 Recommendation identified the Clear Lake Road area as the preferred UGB expansion location for jobs. In depth analysis of this area began in June 2014 and has included various city departments, utility and service providers, property owners, consultants, and community groups. A Planning Commission subcommittee, which also includes a Sustainability Commissioner, has met twice to review emerging recommendations related to UGB location, comprehensive plan designations, and development regulations necessary for adoption. 1 PC Agenda - Page 1 These components are depicted as “Phase 1” on Attachment A, which diagrams the various components of the UGB adoption package and extensive subsequent planning work. At the meeting, staff will present the recommendations on a map showing the location of the new UGB, comprehensive plan designations, and conceptual street connections. Recommendations for urban transition zoning to protect the needed 11 employment sites from land division will be presented to the Planning Commission on November 3rd. Policies related to economic development will be included in Eugene’s Comprehensive Plan as part of the UGB expansion package, and are scheduled to be discussed at a Planning Commission meeting in December. Land for Parks and Schools: Bethel and Santa Clara The future need for public uses is based on long range planning efforts by local school districts, the University of Oregon, the City of Eugene and other utility providers. While much of the land needed for these uses is accommodated inside the current UGB, the 2012 Recommendation identified uses that specifically require expansion to address the land need. The preliminary recommendation is to bring approximately 312 acres into the UGB for parks and schools. The properties recommended for inclusion within the UGB include 258 acres owned by the City of Eugene for developing community parks at Golden Gardens (223 acres) and Santa Clara (35 acres)(see Attachment C), and about 54 acres of land owned by Bethel School District for a new school. The recommended boundary line with respect to the school property will be presented at the meeting. NEXT STEPS Feedback on the preliminary recommendation will be solicited throughout the fall, including a City Council presentation currently scheduled for December 10th. Council will not be asked to provide direction to staff on a recommendation until the end of January, 2015 (following a public forum) and will not take formal action to adopt a new UGB until later in 2015. This schedule allows multiple opportunities for the public to weigh in on the recommendation and for the Planning Commission and Council to be fully informed before taking action. Formal adoption will require a public hearing before the Eugene and Lane County Planning Commissions, and a public hearing and action by the Eugene City Council and Lane County Board of Commissioners.
