11:30 a.m. I. PUBLIC COMMENT
The Planning Commission reserves 10 minutes at the beginning of this meeting for
public comment. The public may comment on any matter, except for items
scheduled for public hearing or public hearing items for which the record has
already closed. Generally, the time limit for public comment is three minutes;
however, the Planning Commission reserves the option to reduce the time allowed
each speaker based on the number of people requesting to speak.

UGB Expansion for Jobs, Parks, and Schools
ACTION REQUESTED
This work session provides the Planning Commission with an opportunity to continue to discuss a
preliminary recommendation for expanding the Urban Growth Boundary for jobs, parks, and schools.
BRIEFING STATEMENT
On October 27, staff presented a recommendation for UGB expansion for Jobs, Parks, and Schools in
the Clear Lake Road Area, and in Santa Clara for Santa Clara Community Park. The maps presented at
that meeting are attached to this memo as Attachments A and B.
Clear Lake UGB Recommendation
In summary, the Clear Lake UGB proposal includes land for over 3,000 jobs, on buildable sites ranging
from 10‐70 acres in size and totaling 450 buildable acres; 54 acres for Bethel schools, and 222 acres
for Golden Gardens Community Park.
A one acre parcel south of Clear Lake Road is shown designated as Commercial, near the intersection
of Clear Lake and the conceptual extension of Terry Street. This intersection is a good location for
neighborhood scale commercial uses that would cater to employees in the area as well as nearby
residents in the Bethel neighborhood. Additional commercial uses would be allowed within the
Industrial designations on the other three corners of the intersection; staff is exploring regulatory
tools to concentrate allowable commercial uses in this location. Lastly, a five‐acre parcel is shown as
designation pending, near Theona Drive and the northeast corner of Golden Gardens Park. Staff is
leaning toward recommending that this parcel be designated Campus Industrial, due to its location
across Theona Drive from other Industrial parcels. Its proximity to park land and residential uses also
make campus industrial a suitable designation for this site.
The Planning Commission discussed the Clear Lake Recommendation at the October 27 meeting, and
requested more information on development feasibility, wetlands assessment, and urban transition
zoning. Staff continues to research development feasibility factors, and will provide an explanation of
the thinking around the large lot portfolio and the timing of future economic development planning
work at the meeting. The wetlands evaluation report (Clear Lake ESEE Analysis Report) has been
posted to the website at www.envisioneugene.org. Work is ongoing on this item as well, as staff

continues to research an area‐wide approach to wetland, storm water, and flood plain management
with partner agencies.
Urban Transition Zoning
When land is brought in to an urban growth boundary, zoning must be changed to follow the city’s
development rules.
North of Clear Lake Road, all properties would be given I‐2 (Light Medium Industrial) base zoning,
upon UGB adoption. The I‐2 zone allows farming to continue on these properties for the time being,
but applying I‐2 concurrent with UGB adoption saves a process step for future development on these
sites. Overlay zones applied with UGB adoption would include /CAS Commercial Airport Safety, /UL
Urbanizable Land, and /WQ Water Quality, where shown on the Recommendation map. A new /CLE
Clear Lake Expansion area overlay zone will be developed to contain standards related to large lot
preservation, and process requirements or siting standards for certain uses to address environmental
justice concerns. The /CLE overlay zone will be the focus of the Planning Commission subcommittee’s
next meeting, and a proposal will be brought to the full Commission at a future meeting.
South of Clear Lake Road, properties would be given AG (Agricultural) base zoning, upon UGB
adoption. Existing uses would be allowed to continue for the time being, and properties would be
rezoned at the time of annexation at the property owners’ discretion. The same overlay zones would
be applied to sites throughout the expansion area at the time of UGB adoption (/CAS/UL/WQ/CLE).
NEXT STEPS
Additional subcommittee meetings are being scheduled, and feedback on the preliminary
recommendation will be solicited throughout the fall, including a City Council presentation
scheduled for December 10th. Council will not be asked to provide direction to staff on a
recommendation until the end of January, 2015 (following a public forum) and will not take formal
action to adopt a new UGB until later in 2015. Formal adoption will require a public hearing before
the Eugene and Lane County Planning Commissions, and a public hearing and action by the Eugene
City Council and Lane County Board of Commissioners.
