11:30 a.m. I. PUBLIC COMMENT
The Planning Commission reserves 10 minutes at the beginning of this meeting for
public comment. The public may comment on any matter, except for items
scheduled for public hearing or public hearing items for which the record has
already closed. Generally, the time limit for public comment is three minutes;
however, the Planning Commission reserves the option to reduce the time allowed
each speaker based on the number of people requesting to speak.

Subject: Envision Eugene: UGB Adoption Package for Jobs, Parks and Schools
ACTION REQUESTED
This work session is an opportunity to provide the Planning Commission with an overview of the
adoption package components required for the jobs, parks and school urban growth boundary (UGB)
expansion. This meeting is informational; no action is requested.
BRIEFING STATEMENT
Earlier this year, City Council directed staff to prepare an adoption package that adds approximately
958 acres to Eugene’s UGB for jobs, parks, and schools, and includes the components listed in
Attachment A. Work is currently underway on all of the various amendments, documents and
findings required for adoption. The purpose of this work session is to familiarize the Planning
Commission with these components in advance of future meetings.
While the Planning Commission will have a formal role in reviewing the entire adoption package,
certain pieces, such as the local comprehensive plan policies and the new overlay zone for the
employment expansion area, will come before the Planning Commission for additional review in
advance of the formal adoption process.
The formal adoption process will include a joint hearing with the Eugene and Lane County Planning
Commissions, followed by deliberations/recommendation. The joint public hearing is tentatively
scheduled for mid-September 2015. Following the planning commission proceedings, the Eugene
City Council and Lane County Board of Commissioners will hold a joint public hearing and take action
on the adoption package.
