The Planning Commissions will hold a work session and public hearing on the Eugene Urban Growth
Boundary Adoption Package. The UGB proposal includes establishing Eugene’s UGB separate from
Springfield, and adding land for jobs, parks, and schools. No UGB expansion is proposed for housing.

Work Session and Public Hearing Format:
The Planning Commissions will receive a presentation during their work session beginning at 6:00 pm.
There will be a break around 6:30, where members of the public may ask staff questions in an open
house format. The public hearing will begin at 7:00 pm. Time limits on testimony may be imposed,
depending on how many people sign up to speak. The Planning Commissions will not deliberate on
the evening of the public hearing. At the end of the hearing, the Eugene Planning Commission Chair
will announce whether the record is closed, the record will be held open, or the public hearing will be
continued.

Subject: Envision Eugene: Urban Growth Boundary Proposal Public Hearing
ISSUE STATEMENT
The City of Eugene has been working with the community since 2010 to develop a community
vision for how to manage growth in line with community values. The seven pillars of Envision
Eugene have guided this work, and numerous cycles of public input, technical analysis, and
document drafts have brought us to the point of having a UGB proposal ready to bring through
the public hearing process. The UGB proposal includes establishing the UGB separate from the
City of Springfield, and adding 958 acres of land for large industrial sites, parks, and schools. The
proposal also includes a land use efficiency measure for housing. With adoption of that measure,
Eugene’s UGB will contain enough land for twenty years of housing.
The Eugene and Lane County Planning Commissions have held a series of work sessions on the
UGB adoption package, in preparation for the public hearing scheduled for March 7. On the night
of the hearing, the Commissions will hold a joint work session to review a presentation of the
UGB proposal, starting at 6:00 pm. The public is invited to attend the work session to view the
presentation. Community members will have an opportunity to ask questions of staff after the
presentation and before the hearing begins at 7:00.
BACKGROUND
The UGB adoption package is made up of two main packages: a jobs, parks and schools package,
and a residential package. Each Planning Commissioner was provided a binder containing the
January 2017 draft UGB adoption package materials, which are available to the public at
www.EnvisionEugene.org and listed in Attachment A. Since the January draft was produced, a
few clarifications and corrections have been made to the packages. These updates are detailed in
Attachment B: February 2017 Updates to the UGB Adoption Package. These updates are minor in
nature, and can be tracked by looking at the footer of the pages that contain updates. On these
pages, the footer reflects a February 2017 date.
UGB Proposal
The City of Eugene is proposing to add new land to the UGB in two places and to make several
changes to related plans and regulations. The UGB adoption package includes the following elements.

Ordinance #1 (Establish UGB Land for Employment, Parks, Schools):
Adoption of a digital map establishing the precise location of Eugene’s UGB and adding

more land to the UGB in the Clear Lake and Santa Clara areas to meet the City’s long-
term land needs for employment sites, a school site for the Bethel area, and community
parks for the Bethel and Santa Clara areas. See reference maps in Attachment C.
Assignment of land use designations and new zones to the land being added to the UGB
to allow the land’s current land uses to continue until the landowner proposes to
establish the needed employment, park or school use identified for the land, and to
protect particular natural resources on that land as identified in proposed amendments
to the Water Resources Conservation Plan and the Water Quality Waterways Map.
Adoption of a new comprehensive land use plan that includes policies pertaining to
economic development, transportation, and future monitoring of Eugene’s land supply
and demand, an “economic opportunities analysis” and a new inventory of Eugene’s
buildable lands for employment.
Amendments of public facilities and transportation plans to add projects needed to keep
pace with 20 years of Eugene’s growth.
Amendments to the current Eugene Land Use Code to establish the /CL Clear Lake
Overlay Zone and stormwater regulations for the Clear Lake expansion area.
Adoption of the current Eugene Land Use Code to make it applicable to the two areas
added to the Eugene UGB.
Ordinance #2: (Land for Housing):
Amendments to the new comprehensive land use plan to adopt a “housing needs
analysis” which demonstrates that no land must be added to Eugene’s UGB to meet the
City’s need for housing, and a new inventory of Eugene’s buildable lands for housing.
Amendments to the Eugene Land Use Code to increase the required minimum density
from 10 to 13 dwelling units per net acre on lots that are 0.5 acre or larger in the R-2
Medium Density Residential zone, with some exceptions (e.g. housing for low income
individuals).

received, it will be added to this location on the website.
NEXT STEPS
After the hearing, each Planning Commission will hold its own deliberation meetings and
form separate recommendations to their respective elected bodies. The Eugene City Council
and Lane County Board of Commissioners will hold work sessions, a public hearing, and
deliberations to consider the Planning Commissions’ recommendations beginning in May.
