The River Road and Santa Clara communities (Attachment A) were identified to begin neighborhood planning following local adoption of the urban growth boundary (UGB). While Planning staff has been largely committed to the UGB expansion analysis and adoption package, local leaders in the two communities have moved forward with a community-based planning process. Since 2012, residents have worked on the SCRROL (Santa Clara-River Road Outreach and Learning) and SCRRIPT (Santa Clara- River Road Implementation Planning Team) public engagement initiatives. Planning staff is now able to dedicate resources toward this work, and is working toward a kick-off event in late September. In addition to the larger issues covered by a neighborhood plan, the project will involve particular focus on the River Road Key Transit Corridor, which was the subject of a grant award from the Federal Transit Administration (FTA). BACKGROUND The River Road and Santa Clara communities have a long history of local planning processes to address the complex governance issues. The Santa Clara-River Road Urban Facilities Plan (https://www.eugene-or.gov/3088/Refinement-Plans) was adopted in 1987, and a number of urban transition and services reports and studies have followed in 1990s and 2000s. More recently the two community organizations came together to work on the SCRROL (2012) project (final report can be accessed online: www.eugene-or.gov/1382/River-Road- Community). This outreach was community-based; it was led by a group of residents who talked to and learned from their neighbors. The final report identified four priorities – Land Use, Transportation, Governance, and Parks and Recreation – on which to focus future work. Subsequently, Public Safety was added to the priority list. Having defined the priority areas, the neighborhood group changed focus from problem identification to being solution-oriented. To this end, SCRRIPT continued the community outreach over the summer and fall of 2014. During numerous listening sessions, the group 1 gathered more detailed concerns under the main priority areas, sought new ideas and solutions to those concerns, and ultimately added Economic Development as a sixth priority area. Planning staff has acted as a liaison to SCRRIPT throughout and provided technical support. Extensive summaries of the listening sessions and other planning-related projects can be accessed on the community organization websites.  River Road: http://riverroadco.org/wp/?page_id=847  Santa Clara: http://santaclaracommunity.org/scco/community-organization/ Most recently, the City of Eugene and Lane Transit District applied for a Federal Transit Administration grant to examine the River Road Transit Corridor (see hatched area of Attachment A). The grant proposal was successful and the various deliverables, listed below, will be incorporated into the neighborhood plan as appropriate. River Road-Santa Clara Neighborhood Plan The neighborhood plan will address the wide variety of issues identified by the public within the six priority areas: Land Use, Transportation, Economic Development, Parks and Recreation, Public Safety, and Governance. There are limits to the effectiveness of planning tools to address the latter three topic areas. Thus, the neighborhood plan will employ an inter-departmental city staff team to ensure the community issues are handled appropriately and implemented effectively. The geographic scale of the project area adds an additional complication. The Santa Clara community extends beyond the Eugene UGB, and there are rural, agricultural, and recreational issues unique to those more rural areas. Since the 1980s, Lane County has delegated to the City planning, zoning, and permitting responsibilities for the unincorporated portions of Santa Clara and River Road inside the UGB. However, inclusion of the full Santa Clara community beyond the UGB requires inter-governmental coordination among staff and eventual co-adoption of the neighborhood plan by both City Council and the Board of County Commissioners. FTA Grant: River Road Transit Community Implementation Plan This element of the project will take place within the broader neighborhood planning context, and can address many of the corridor-specific issues previously identified in SCRRIPT’s outreach. In addition to jump starting the larger neighborhood planning project, Planning staff initially pursued the grant opportunity as a means to establish a model planning approach that could be transferred to other Key Transit Corridors, as identified in Envision Eugene. The project deliverables include the following:  Demographics & Market capacity study,  Gentrification & Neighborhood Character (Housing Affordability) study,  Corridor Master Plan (between Hunsaker Lane and the Northwest Expressway),  Triple Transit Analysis (modeled on the Triple Bottom Line concept), and  Draft Zoning Code Amendments. Additional details of each will be included in the presentation. 2 NEXT STEPS Planning Division staff are drafting an ‘initiation letter’ and a Public Involvement Plan. The former will serve as a memorandum of understanding among the two community organizations, the City, and Lane County. It establishes roles for all parties, acknowledges what topics will be covered in the plan, makes time and budget commitments sufficient to reach conclusion of the project, and notes the agreed upon final deliverable is an adopted neighborhood refinement plan. The Public Involvement Plan will entail numerous interviews with community stakeholders to gauge their awareness of the upcoming project and assess the best ways to effectively engage the community. This step will ensure that we reach a wide cross section of the community as the project moves into a formal neighborhood planning project in collaboration with the City. In its role as the Citizen Involvement Committee, the Planning Commission will review and act upon the proposed Public Involvement Plan in early summer. From there, Planning staff and neighborhood volunteers will use the summer months to raise awareness of past efforts, explain next steps, and encourage participation in the planning process this fall. The grant funded transit corridor work requires additional administrative tasks prior to beginning work, including issuing a Request for Proposals (RFP) and onboarding a consultant team. The RFP and other tasks are moving forward with the goal of integrating the two projects. Lastly, due to the varied priority topic area and inter-jurisdictional dynamics, Planning staff has begun coordinating with Lane County and other City departments on work planning and staffing commitments. PLANNING COMMISSION ROLE The Public Involvement Plan is currently under development. Once complete, Planning staff and neighborhood representatives will return to the Commission for review and direction in its capacity as the city’s Citizen Involvement Committee. Staff welcomes ideas or direction on the overall project approach generally and the public involvement plan specifically. 3 RELATED CITY POLICIES Envision Eugene Pillars – Protect, Repair, and Enhance Neighborhood Livability Strategy 4.
