Commissioners: Steven Baker; John Barofsky (Chair); John Jaworski; Brianna Nicolello (Vice‐Chair); William Randall; Kristen Taylor  AGENDA ITEM SUMMARY March 13, 2018 To: Eugene Planning Commission From: Terri Harding, City of Eugene Planning Division Subject: Housing Affordability and Missing Middle Housing ACTION REQUESTED This is an opportunity for the Planning Commission to learn about work across the Planning and Development Department related to housing affordability and missing middle housing types. BACKGROUND Many of the projects on the Planning Team’s work plan implement statewide planning goal 10, Housing, and the Envision Eugene pillar to provide housing affordable to all community members. Projects that relate to housing include growth monitoring, urban reserves, River Road‐Santa Clara neighborhood planning, completing a new comprehensive plan and land use diagram, land use code amendments related to clear and objective standards and to secondary dwellings, and design projects. Many of these projects will come through the Planning Commission for input, review, comment, and in some cases a formal recommendation before they proceed to the Council. In addition, several of these projects are large planning efforts that are guided by project charters and public involvement plans. Projects led by Community Development staff are guided by the Eugene‐Springfield Consolidated Plan, which contains an extensive needs assessment as well as both an affordable housing strategy and a community development strategy for use of federal HOME and Community Development Block Grant (CDBG) funds received by Eugene. The City will start the process for creating a new Consolidated Plan starting in 2019 that must be submitted by May 2020 in order to be eligible to receive CDBG and HOME funding in the future. Ongoing work also includes housing policy development, programs, and development projects related to increasing the affordability, quality, stability, and accessibility of housing to people across the community. The limited resources the City receives are focused on serving low‐income community members in accordance with federal requirements. The work session will include a discussion of the overlap and collaboration between the Planning and Community Development city work groups on these issues and projects. The City Council discussed this topic at their work session on February 26, 2018.
