TUESDAY, October 24, 2023 – Regular Meeting 5:30 pm – 7:30 pm Commissioners: Ken Beeson; Diane Behling; Tiffany Edwards; Lisa Fragala (Vice Chair); Dan Isaacson (Chair); Jason Lear, Chris Ramey The Commission will begin the meeting with the City’s Land Acknowledgement statement: Since time immemorial the Kalapuya people have been the Indigenous stewards to our region, building dynamic communities, maintaining balance with wildlife, and enacting sustainable land practices. This land acknowledgement is a way of resisting the erasure of Indigenous histories and to honor Native communities by inviting truth and reconciliation. Following treaties between 1851 and 1855, Kalapuya people were dispossessed of their Indigenous homeland by the United States government and forcibly removed to the Coast Reservation in Western Oregon. As we consider the impacts of colonization, we also acknowledge the strength and resiliency of displaced Indigenous people. The City of Eugene is built within the traditional homelands known as Kalapuya Ilihi. Kalapuya descendants are citizens of the Confederated Tribes of Grand Ronde Community of Oregon and the Confederated Tribes of the Siletz Indians of Oregon, they continue to make contributions in our communities here and across the lands. We express our respect for the inherent political sovereignty of all federally recognized Tribal Nations and Indigenous people who live in the State of Oregon and across the nation. Therefore, the Planning Commission recognizes that what we do today will affect the many generations who will come after us. A. Discussion only; no ac�on requested. BACKGROUND The Planning Division oversees a variety of ongoing programs and projects related to land use and comprehensive planning, to implement Oregon’s Statewide Planning Program. A list of ac�ve and upcoming major programs and projects was discussed at the Commission’s March 14, 2023 work session, including work completed by the Land Use team (also referred to current or short range planning) as well as the Community Planning and Design team (also referred to as long range or comprehensive planning). Today’s mee�ng offers an opportunity to focus on the Community Planning and Design team’s major projects, which typically implement statewide planning goals, laws, and administra�ve rules, including deadlines for implementa�on. The Community Planning and Design team works on a host of projects that implement the community’s vision as ar�culated through Envision Eugene and other adopted plans. This includes both state-mandated and council-directed work. Recently completed projects include the Middle Housing Code Amendments, Urban Reserves, and comple�on of the first comprehensive and annual growth monitoring reports. Ongoing and emerging work features the adop�on phase of the River Road Santa Clara Neighborhood Plan; implemen�ng the state’s Climate Friendly and Equitable Communi�es (CFEC) rules; comple�ng several chapters of the Envision Eugene Comprehensive Plan; Page 3 of 5 crea�ng a citywide parcel specific land use map; and upda�ng Eugene’s Urban Growth Boundary (UGB) in response to a new state schedule for ongoing updates, in addi�on to ongoing growth monitoring program work and repor�ng. Community Planning and Design team staff also support ongoing program work in Urban Design, Geographic Informa�on Systems, Public Involvement, and Historic Preserva�on. The focus of the mee�ng will be on the following projects: The UGB Update work will include a buildable lands inventory update, a Housing Capacity Analysis and an Employment Opportuni�es Analysis (documen�ng the demand and land capacity for future housing and jobs), adop�on of land use efficiency measures such as designa�ng Climate-Friendly Areas (CFA), new or revised development regula�ons, zoning changes and incen�ves, and possible UGB expansion. Given the intertwining goals between urban growth planning and Climate Friendly and Equitable Communi�es requirements related to housing and land use, the Community Planning and Design team will integrate these two projects for a more cohesive approach. CFA selec�on and designa�on will serve as an important efficiency measure and will be integrated within the public involvement plan for the UGB Update. The Comprehensive Plan work primarily includes the comple�on and adop�on of chapters on Public Involvement, Housing, Compact Development and Urban Design, and Community Health and Livability. The work will also include the crea�on of Eugene’s first parcel specific land use diagram and accompanying land use designa�ons and policies. Some of this project work will con�nue beyond 2026, including upda�ng and possibly expanding the UGB to meet the community’s housing, job, and public land needs for the next 20-year planning period (through approximately 2045). City staff are coordina�ng with our state partners at the Department of Land Conserva�on and Development and the Transporta�on and Growth Management Program, both of which are providing grant funds to implement por�ons of Eugene’s high priority planning projects.
