Solar Panels in Euharlee Joe Turner  CITY OF EUHARLEE CITY COUNCIL MEETING MINUTES AUGUST 03, 2021 Mayor Steve Worthington called the meeting to order, lead prayer and followed with the Pledge of Allegiance. The following were present, Mayor Steve Worthington, Council Members Tim Abbott, Greg Free, David Duncan, Joe Turner, and City Manager James Stephens. Council Member David Duncan motioned to approve the minutes from the City Council Meeting, 07.06.2021 and City Council Work Session 07.20.2021. Council Member Greg Free seconded the motion. The motion carried with Council Members Abbott, Duncan, Free, Turner, and Mayor Worthington all voting in favor. Food Truck Policy – James Stephens James Stephens, City Manager stated from the previous meeting discussion, the Food Truck policy was amended to read three trucks instead of one truck, as requested. The language was included, days may be added by the city to keep options open during the summer and seasonal times. The next to the last bullet point, read $150 per year, per truck. He recommended the council adopt it as an official policy for the city to implement going forward. Council Member Joe Turner motioned to accept the Food Truck Policy as revised. Council Member David Duncan seconded the motion. The motion carried with Council Members Abbott, Duncan, Free, Turner, and Mayor Worthington all voting in favor. School Intergovernmental Agreement – James Stephens James Stephens, City Manager provided council with a copy of the school intergovernmental agreement. They were presented previously with two agreements to consider, and edits were made since the last meeting discussion. They submitted the agreement to the school, utilizing Joe Cowan Park for softball and baseball. On the previous document, the agreement was for 1-year, the school system asked for a modification to a 5-year period. Considering, it had never been the intent to charge the school any additional funding; he didn’t think it would be an issue from council. The agreement has softball, baseball and tennis all accommodated at Joe Cowan Park, at no cost to the school for a 5-year period, and he recommended it for adoption. Council Member Tim Abbott asked if they would use Osborne Park for anything and, if the school board and the attorney supported the agreement. Mr. Stephens stated they would use it for emergency gatherings. He was told by the officials; it did not have to be documented with a public vote. The superintendent had the authority to sign it. Mr. Stephens, Council Member Free, and Mayor Worthington were thanked for their efforts put forth. Council Member Joe Turner motioned to accept the intergovernmental agreement. Council Member Greg Free seconded the motion. The motion carried with Council Members Abbott, Duncan, Free, Turner, and Mayor Worthington all voting in favor. ROTC Events – Colonel Jeffrey C. Dickerson Colonel Dickerson, Army JROTC instructor at Cartersville High School stated the program hosts a JROTC Challenge each year. It was held at Cartersville High School last year and, hosted 20 schools. Since then, the school had a lot of growth, renovations and, as a result of that, it is a construction site. They requested to use Osborne Park on September 25, 2021 with set-up on September 24th. They will use the entire park, as well as, the Covered Bridge, the area alongside the Euharlee Creek, underneath the Covered Bridge and the wooded trail through Frankie Harris Park. They would arrive at 6:00 am until 5:00 pm and would end with site clean-up. The challenge would consist of about 20--25 school with an estimate of 1000 people to include students, teachers and, parents. He shared a detailed document with council and explained each challenging event. Council Member Greg Free shared his positive thoughts about the leadership and the positive experience for the youth. Council Member Tim Abbott shared his family's experience with the JROTC program at Cartersville High School and great leadership from Colonel Dickerson. City Manager James Stephens recommended approval from council and for the city to support and purchase porta potties for the event in the amount of $589.00. Council Member David Duncan motioned to approve the request to use Osborne Park and the downtown area. Council Member Joe Turner seconded the motion. The motion carried with Council Members Abbott, Duncan, Free, Turner and Mayor Worthington all voting in favor. Solar Panels in Euharlee - Council Member Joe Turner Council Member Joe Turner stated after much research, he no longer wanted to discuss the idea of solar panels in Euharlee. Public Comments Council Member Greg Free asked for an update on Frankie Harris Park Campsites. City Manager, James Stephens. There would be an extensive process to finalize the electrical upgrade, then to work on the punch list for about 10 days, and then it should be completed. Council Member David Duncan asked for an update on the cameras in the school zone. Mr. Stephens stated everything was signed off on, and passed on to GDOT. Blue line is working with GDOT, and it could take up to six weeks. Council Member David Duncan motioned to adjourn. Council Member Greg Free seconded the motion. The motion was carried with Council Members Abbott, Duncan, Free, Turner, and Mayor Worthington all voting in favor. With no further discussion, the meeting adjourned at 7:48 pm.
