APPROVED:l0/20/2016 City Hall City of Eustis, Florida 10 North Grove Street Post Office Drawer 68 Eustis, FL 32727-0068 Meeting Minutes - Final* City Commission Emergency Meeting Wednesday, October 5, 2016 4:30PM City Hall CALL TO ORDER: Mayor Holland ACKNOWLEDGEMENT OF QUORUM AND PROPER NOTICE Present: 5- Commissioner Carla Gnann-Thompsen ; Vice-Mayor Karen LeHeup-Smith; Commissioner Robert Morin; Commissioner Linda Bob; and Mayor Michael Holland I. ORDINANCES, RESOLUTIONS & QUASI-JUDICIAL HEARINGS 16213 Resolution No. 16-91: Declaring a State of Emergency in the City of Eustis Police Chief Gary Calhoun reported on the status of Hufficane Matthew and the projected impact on the City and Lake County as provided during the Emergency Operations Center meeting with Lake County Emergency Management. He explained the increase in public safety staff with the intent to close City facilities as of noon on Thursday and all day Friday with damage assessment and cleanup to begin Saturday morning. He reported that all nine emergency shelters had been activated by the County He indicated that information would be available on the Lake County website and on the Police Department's Facebook page. The Commission confirmed that the City had tarps available and that the sand pile would be closed by 8:00p.m. on Thursday It was also confirmed that all of the emergency shelters are pet friendly Commissioner Gnann- Thompson volunteered her Key Club members to help fill sand bags. Mayor Holland announced Resolution No. 16-91: A Resolution by the City Commission of the City of Eustis, Lake County, Florida, finding that in the event that the Governor of the State of Florida declares the State is in a State of Emergency, or in the event that the Lake County Commission finds a State of Emergency in Lake County, then in such event just cause exists for declaring a State of Emergency in the City of Eustis, Florida; and authorizing the City Manager and City's Police Chief to perform such duties and assume such authority as is authorized by Statutes for emergency conditions. A motion was made by Vice-Mayor LeHeup-Smith, seconded by Commissioner Bob, to Approve Resolution No. 16-91. The motion carried by the following vote: Aye: 5- Commissioner Gnann-Thompsen ; Vice-Mayor LeHeup-Smith ; Commissioner Morin ; Commissioner Bob; and Mayor Holland II. OTHER BUSINESS 16214 Postponement of Regular Commission Meeting and Deferment of Advertised Ordinances and Resolutions to Date Certain Mayor Holland explained the recommendation to cancel the October 6, 2016, regular Commission meeting due to the impending Hunicane Matthew and move the meeting to Thursday, October 13, 2016, at 6:00p.m. City of Eustis, Florida Page 1 Printed on 1011212016 City Commission Meeting Minutes - Final October 5, 2016 A motion was made by Vice-Mayor LeHeup-Smith, seconded by Commissioner Gnann- Thompsen, to cancel the October 6, 2016, regular Commission meeting and move it to Thursday, October 13, 2016, at 6:00p.m. and to defer all of the advertised ordinances and resolutions to October 13, 2016. The motion carried by the following vote: Aye: 5 - Commissioner Gnann-Thompsen ; Vice-Mayor LeHeup-Smith; Commissioner Morin; Commissioner Bob; and Mayor Holland Ron Neibert, City Manager, confirmed that all City offices would close at Noon on Thursday, October 6, 2016, and remain closed all day Friday, October 7, 2016. Mayor Holland announced that he had met with the City's management team and everything was well in hand. He noted that the Homecoming parade would go on as scheduled; however, the high school football game was moved to Monday at 6:00p.m. The Commission discussed the emergency shelters with Mayor Holland noting that the closest one to Eustis is in Paisley; however, the City would be working on getting a shelter designated in the City following the hurricane.
