A motion was made by Commissioner Holland, seconded by Commissioner LeHeup-Smith,
to Approve the Minutes. The motion carried by the following vote:

V. ORDINANCES, PUBLIC HEARINGS & QUASI-JUDICIAL HEARINGS
FIRST READING
14267 Ordinance No. 14-30: Revision of General Ordinance 58, Article II of the
Eustis Code of Ordinances - Library
Derek Schroth, City Attorney, read Ordinance No. 14-30 by title on first reading: An Ordinance of the
City Commission of the City of Eustis, Florida; Repealing Chapter 58; Replacing Chapter 58, Article 1/:
Eustis Memorial Public Library of the City of Eustis Code of Ordinances in its Entirety; Providing for
Conflict with Existing Ordinances; Providing for Inclusion in the Code of Ordinances; Providing for
Severability; Providing for an Effective Date.
Marlene Blye, Eustis Memorial Library Director, reviewed the proposed changes to Chapter
58 - Eustis Memorial Public Library. She explained the changes were proposed by the Library Board
due to those sections being obsolete.
The Commission confirmed that in the strike-through version the title line for paragraph (f) on Page 2
should also be struck.
Mr. Schroth opened the public hearing at 6:07p.m. There being no public comment, the hearing was
closed at 6:07p.m.
A motion was made by Commissioner Holland, seconded by Commissioner Muenzmay, to
Approve Ordinance No. 14-30 on First Reading with the omission of paragraph (f). The
motion carried by the following vote:
Aye: 5 - Commissioner LeHeup-Smith ; Commissioner Muenzmay; Vice-Mayor Eckian ;
Commissioner Holland ; and Mayor Bob
VI. OTHER BUSINESS
14262 Commission Direction on Fixed Income Investment Options
Jim Myers, Finance Director, explained the two options presented- one long-term and one
shorter-term. He reviewed the specifics of each option and then introduced Ken Carpenter, United
Southern Bank.
The Commission questioned the difference between the long-term and short-term interest rate with
Mr. Myers responding that it will be the average over the term. He further explained that to receive
back all the premium, the City would have to hold all of the bonds until maturity
The Commission confirmed that the outlay of cash for both options would be $400,000 but the
long-term option would require holding the bonds approximately five years longer.
The Commission discussed the interest earnings under both proposals and questioned what would
make the short term investment more attractive.
Ken Carpenter explained that with the short term option the City would have the opportunity to
re-invest the funds quicker. He noted that right now there is not a lot of difference between the long
term and short term. He reviewed some of the different investments in each portfolio and how they
would change with fluctuations in the market. He commented on the recent 30 basis point drop
within a two week period following their previous proposal.
The Mayor opened the floor to public comment at 6:20p.m. There was no public comment at that
time.
CONSENSUS: Following further discussion, it was a consensus of the Commission to select Option
B.

VIII. COMMENTS
City Commission
Commissioner Muenzmay reported on his attendance at the Partners for Success event in South
Lake.
Commissioner LeHeup-Smith announced the City was sponsoring free admission at the Lake Eustis
Museum of Art through January 3, 2015. She also announced that the Open Door would be holding
a lunch time Meet and Greet on Dec. 5th on Citrus Avenue.
Vice Mayor Eckian thanked the Senior Management Team for the recent employee barbecue.
Commissioner Holland announced the dedication of the new fire station would be held on Saturday,
the Eustis Historical Museum Christmas Craft Fair would be held Nov. 24th through Dec. 7th at the
Methodist Church, Light Up Eustis would be held on Friday, Nov. 28th, and the World Aids Day,
celebration of life event, would be held Monday, Dec. 1st.
City Manager
Dianne Kramer, Acting City Manager, reminded the Commission that two shade meetings would be
held on Nov. 25th - one regarding the Keating lawsuit and one on the Panuska law suits. She
commented on the Bay Street median project and thanked Mike Brisson for his work on the project.
City Attorney- None
Mayor
Mayor Bob commented on the ''Adopt a Lake" calendar contest and cited the following events: Dec.
19th Movie Night in Ferran Park, the Thanksgiving Dinner at Sunset Island Park on Sunday, Nov.
23rd, and the First United Methodist Church Thanksgiving dinner. She announced that the new
school should be finished in January or February. She noted the number of people volunteering at
the school and announced that the second Thursday of each month is family night at the school.
She reminded everyone to invite someone to Thanksgiving dinner that would otherwise be alone
and announced there would be a workshop following the Commission meeting.
