June 11, 2015 - City Commission Workshop
A motion was made by Vice-Mayor LeHeup-Smith, seconded by Commissioner Bob, to
Approve the Minutes. The motion carried by the following vote:
Aye: 5- Commissioner Bob; Commissioner Brett; Interim Commissioner Gnann-Thompson;
Vice-Mayor LeHeup-Smith; and Mayor Holland
III. AUDIENCE TO BE HEARD
David Lajowski, City resident, addressed the Commission regarding water fluoridation, expressed
concern regarding the toxicity of the fluoride used by the City and concern regarding information
provided by the City Clerk and City Manager's office regarding the fluoride.
IV. CONSENT AGENDA

15141 Resolution No. 15-43: Assignment of lnterlocal Agreement Pertaining to
Animal Control Services
Commissioner Bob requested that Resolution No. 15-41 be pulled from the Consent Agenda for
discussion.
A motion was made by Commissioner Bob, seconded by Vice-Mayor LeHeup-Smith, to
Approve the Consent Agenda as amended. The motion carried by the following vote:

15144 Resolution No. 15-41: Cash Management and Banking Services Bid

Commissioner Bob explained her concern regarding the resolution noting that TO Bank is new to the
area. She asked if staff had checked their financial stability.
Colleen Scott, Finance Director, stated they have a S&P AA rating which indicates a very strong
ability to meet their financial commitments.
The Commission asked about the difference in monthly fees.
Ms. Scott responded that BB& Thad a slightly lower monthly cost; however, they have a higher
compensating balance for investments which results in a lower return on investment. She stated
that when their contract was extended they raised their compensating balance to $6 million which
reduced the amount of interest the City could earn. She stated interest income went from about
$60,000 down to $18,000. She noted there have also been problems with getting a wire transfer
sent out. It was noted that Robin Austin with TO Bank was present to answer any questions.
A motion was made by Vice-Mayor LeHeup-Smith, seconded by Commissioner Brett, to

15133 Resolution No. 15-39: Site Plan with Waivers for AAA Mini Storage
Expansion
Derek Schroth, City Attorney, announced Resolution No. 15-39: A Resolution of the City
Commission of the City of Eustis, Florida; approving a site plan with waivers for AAA Mini Storage
expansion on approximately 9 acres located at 2599 E. Orange Ave.
Lori Barnes, Senior Planner, reviewed the site plan and explained the requested waivers for the AAA
Mini Storage expansion. She explained the expansion would create 77 recreational vehicle open
storage spaces and three future self-service storage facilities totaling approximately 13,000 sq. ft.
She stated the waivers as follows: 1) elimination of masonry wall buffer requirement due to an
existing vinyl fence on the adjoining property; 2) elimination of a required minimum 10-foot wide
landscape buffer around all buildings due to the buffer restricting safe access to the units; 3)
minimum building frontage and maximum building setback requirements due to plans for a future
building. As mitigation, the applicant is constructing a 175' of 8' vinyl fencing that will remain at least
until the future building is constructed. 4) elimination of sidewalk requirement along E. Orange Ave.
There is no sidewalk in front of the existing storage facility. The sidewalk would be difficult to
construct due to existing storm water, trees and other improvements. The applicant will provide a
five foot sidewalk easement as mitigation in case the City sees a need for the sidewalk in the future.
Ms. Barnes confirmed the properly had been properly noticed and advertised and no public
comments were received. She stated staffs recommendation for approval.
Mr. Schroth opened the public hearing at 6:18p.m. There being no public comment, the hearing
closed at 6:18p.m.
A motion was made by Vice-Mayor LeHeup-Smith, seconded by Commissioner Brett, to

15134 Resolution No. 15-40: Publicly Funded Street Light Policy
Mr. Schroth announced Resolution No. 15-40: A Resolution of the City Commission of the City of
Eustis, Florida; replacing Resolution No. 85-15 in its entirety to establish a new policy for the
placement of street lighting at public expense.
Dianne Kramer, Development Services Director, explained the history of the proposed revisions to
the City's street light funding policy. She reviewed the following criteria for priority for lighting: 1)
frequently traveled roads within the Community Redevelopment Area (CRA); 2) locations where there
is an existing power pole available; 3) locations with documented criminal activity; 4) locations with
higher traffic volumes and activity; 5) comer locations over mid-block; 6) locations without tree or
foliage interference; and 7) citizens may request lights at a specific location for consideration for
funding. She noted that $25,000 has been included in the CRA budget for lighting for FY2015-16.
Mr. Schroth opened the public hearing at 6:21 p.m.
Gail Isaac-Thomas, City resident, commented on the number of disabled people living on North
Kensington and requested that the City consider placing a light on the existing pole.
There being no further public comment, the hearing was closed at 6:22p.m.
A motion was made by Commissioner Bob, seconded by Vice-Mayor LeHeup-Smith, to
Approve Resolution No. 15-40. The motion carried by the following vote:

VI. OTHER BUSINESS
15137 FY 15/16 Insurance Renewal
Ann Isaacs, Human Resources Director, reviewed the insurance premium renewal rates for
FY2015!16 as follows: 1) Health insurance- $1,997,760 representing a 4.4% increase of $83,411
which is under the industry standard of 7- 8%; 2) Cigna Dental- $67,085 with no change; 3) Cigna
Life- $11,970 assuming no change; and 4) NVA Vision Insurance- $9,463 representing an increase
of 9%. She recommended renewal with PRM (Public Risk Management Group Health Trust) for
those policies. She then stated the Health Insurance Fund has a surplus of $71, 134 as of April
2015 and should have sufficient by year end to cover the increase. She compared the City's cost
sharing with employees to other surrounding cities. She noted that the City's base plan has lower
benefits than other local plans and that 45% of the cities surveyed provide an employee health clinic
which reduces costs to the employee. She also noted that approximately 40% of the City's
employees already contribute by buying up to higher plans.
Ms. Isaacs then reviewed some possible options for increasing the employee share of cost. She
stated that staff needs direction from the Commission regarding the proposed renewal, use of
surplus and cost sharing.
The Commission asked the amount paid by retirees with Ms. Isaacs indicating that the retirees pay
83% of the cost with the City paying 17%.
The Commission also asked if the City could partner with the School Board to utilize their employee
clinic that is located within the City with Ms. Isaacs indicating she would research that.
The Commission noted Ms. Isaacs impending retirement and thanked her for her years of service to
the City
CONSENSUS: The following was the consensus of the Commission: 1) to renew the policies
with PRM; 2) to utilize the Health Insurance Fund surplus to cover the increased cost in the
premiums; and 3) to keep the cost sharing as is.

VII. FUTURE AGENDA ITEMS
Vice Mayor LeHeup-Smith asked for staff to look into pigeons being allowed in the City noting that
someone previously came before the Commission and asked about it.
Commissioner Bob requested two workshops - one regarding the fluoridation of the water and one to
have a presentation by the City Attorney regarding the Sunshine Law.
VIII. COMMENTS
City Commission
Commissioner Bob commented on her attendance at the Police Department's swearing-in and
promotion ceremony.
Commissioner Brett cited the number of holiday events planned for the Independence Day
weekend.
Commissioner Gnann-Thompson thanked the Commission for her appointment. She noted the
amount of time it takes to be a Commissioner and thanked City staff for their assistance. She
announced the August 8th Strut Your Mutt downtown event, noted the need for more entrants and
stated that the event will benefit the animal shelter.
Vice Mayor LeHeup-Smith reminded everyone about the Lake Eustis Museum of Art 41h of July
event and noted that the ticket price had been reduced.
City Manager
Ron Neibert, City Manager, commented on his anticipation of his first Eustis 4th of July
celebration.
City Attorney
Mr. Schroth asked if the Commission wanted a comprehensive workshop on the Sunshine Law or
just have a shortened version on the regular agenda.
CONSENSUS: It was a consensus of the Commission to have a shortened version on the
regular agenda with the possibility of a full workshop following the special election if necessary.
Mayor
Mayor Holland commented on the opening of the new playground in Ferran Park and his attendance
at the Police Department swearing-in and promotional ceremony. He cited the hiring of the new Fire
Chief and highlight the planned 4th of July events. He asked Miranda Burrowes to report on recent
activities.
Miranda Burrowes, Public Relations Coordinator, announced that a filming would occur in the City by
the Lifetime Channel show Designing Spaces. She explained that a lady had donated a house in
Eustis for a makeover and donation. She noted they have partnered with Ace Hardware for supplies
and indicated the reveal would occur on Friday with the City participating.
