APPROVAL OF MINUTES 16241 November 3, 2016 - Regular City Commission Meeting A motion was made by Vice-Mayor LeHeup-Smith, seconded by Commissioner Gnann-Thompson, to Approve the Minutes. The motion carried by the following vote: Aye: 5 - Commissioner Bob; Commissioner Gnann-Thompsen; Vice-Mayor LeHeup-Smith; Commissioner Morin; and Mayor Holland III. AUDIENCE TO BE HEARD Darius Kerrison and Gail Isaac-Thomas addressed the Commission about the Christian Comedy Hour. Ms. Isaac-Thomas commented on recent break-ins in the community and the need to address the issue. The Commission recommended they check into the Neighborhood Watch program with Chief Calhoun stating they need to contact Sgt. Franquiz. Pastor Renee Hill announced that on November 30th and December 1st and 2nd her congregation would be holding a community prayer to pray for the city from 5:00a.m. until 6:00a.m. She stated it is nondenominational and invited everyone to attend. ORDINANCES, PUBLIC HEARINGS & QUASI-JUDICIAL HEARINGS SECOND READING 16226 Ordinance No. 16-27: Conditional Use Permit - Retail store (St. Mary of the Lakes Thrift Store) at 629 S. Grove St. Derek Schroth, City Attorney, read Ordinance No. 16-27 by title on second and final reading: An Ordinance of the City Commission of the City of Eustis, Lake County Flolida; approving a Conditional Use Permit for a retail store (St. Mary of the Lakes Thlift Store) in a Residential/Office Transitional/and use distlict on approximately 0.38 acres located at 629 S. Grove Street. Mr Schroth opened the public healing at 6:13p.m. There being no public comment, the healing was closed at 6:13p.m. A motion was made by Vice-Mayor LeHeup-Smith, seconded by Commissioner Gnann-Thompson, to Adopt Ordinance No. 16-27 on second reading. The motion carried by the following vote: Aye: 5- Commissioner Bob; Commissioner Gnann-Thompsen; Vice-Mayor LeHeup-Smith; Commissioner Morin; and Mayor Holland FIRST READING 16236 Ordinance No. 16-28: Voluntary Annexation of Approximately 0.87 Acres on the Northside of CR 44 and E CR 44A Intersection. Mr Schroth read Ordinance No. 16-28 by title on first reading: An Ordinance of the City Commission of the City of Eustis, Flolida; voluntalily annexing approximately 0. 87 acres of real property located at 3001 E. CR 44. Roland Magyar, Senior Planner, reviewed the requested annexation, the affiliated future land use map amendment and design distlict designation for 3001 E. CR 44. He stated the site meets the Flolida statute requirements for annexation and the request was property evaluated under state statute, the City land development regulations and the comprehensive plan. He stated staff's recommendation for approval of the three related ordinances. Mr Schroth opened the public healing at 6:19p.m. There being no public comment, the healing was closed at 6:19p.m. A motion was made by Vice-Mayor LeHeup-Smith, seconded by Commissioner Bob, to Approve Ordinance No. 16-28 on First Reading. The motion carried by the following vote: Aye: 5 - Vice-Mayor LeHeup-Smith; Commissioner Morin; Commissioner Bob; Commissioner Gnann-Thompson; and Mayor Holland 16237 Ordinance No. 16-29: Comprehensive Plan Future Land Use Map Amendment on the Northside of CR 44 and E CR 44A Intersection Mr Schroth read Ordinance No. 16-29 by title on first reading: An Ordinance of the City Commission of the City of Eustis, Lake County, Flolida, amending the City of Eustis Comprehensive Plan pursuant to 163.3187(1) FS.; changing the future land use designation of 0.87 acres of recently annexed real property located at 3001 E. CR 44, as more particu/arty desclibed herein, from Urban Low in Lake County to Mixed Commercial/Residential (MCR) in the City of Eustis. The motion carried by the following vote: Aye: 5- Commissioner Bob; Commissioner Gnann-Thompsen; Vice-Mayor LeHeup-Smith; Commissioner Morin; and Mayor Holland 16238 Ordinance No. 16-30: Design District Assignment on the Northside of CR 44 and E CR 44A Intersection. Mr Schroth read Ordinance No. 16-30 by title on first reading: An Ordinance of the City Commission of the City of Eustis, Lake County, Florida; assigning the design district designation of Suburban Conidor to approximately 0.87 acres of recently annexed real property located on 3001 E. CR 44. Mr Schroth opened the public hearing at 6:21 p.m. There being no public comment, the hearing was closed at 6:21 p.m. A motion was made by Vice-Mayor LeHeup-Smith, seconded by Commissioner Bob, to Approve Ordinance No. 16-30 on First Reading. The motion carried by the following vote: Aye: 5- Commissioner Bob; Commissioner Gnann-Thompsen; Vice-Mayor LeHeup-Smith; Commissioner Morin; and Mayor Holland VI. FUTURE AGENDA ITEMS -None VII. COMMENTS City Commission Commissioner Gnann-Thompson announced the upcoming "Coffee with a Cop" event. She commented on her attendance at the first such event. Commissioner Morin announced the presentation of "How the Grinch stole Christmas" in Ferran Park by the Eustis High School (EHS) television production team, the City's Parks and Recreation Department and the EHS Culinary Arts department. He thanked everyone that participated in the various veteran 's recognition programs. He reported on his and his wife's attendance at an "Ag Tour" put on by the UF Extension SeNices program. He noted his participation in the beard growing program in support of the public safety departments. Commissioner Bob reminded everyone there would be no school the next week on Wednesday, Thursday and Friday. Vice Mayor LeHeup-Smiith announced the City's Light Up event and cited the various activities. She noted the recent Lake Eustis Museum of Art reception and its current art show. Mayor Holland noted the upcoming "Explore Eustis" program and the opening of the Bay st. Players performance of "Peter Pan ". He commented on the Veteran 's Day services citing the EHS band's participation and upcoming concert in Ferran Park. City Manager Ron Neibert, City Manager, reported on the upcoming presentation to the Commission on the City's updated streetlight program. City Attorney Mr Schroth reported on the Request for Temporary Injunction being finalized against Leonard Wheeler's property. He stated they are coordinating with Judge Briggs to get a date for an evidentiary hearing so that the City can finally remove some of the vehicles.
