March 2, 2017- Regular City Commission Meeting
A motion was made by Commissioner Bob, seconded by Commissioner Sabatini, to
Approve the Minutes. The motion carried by the following vote:
Aye: 4 - Vice-Mayor Aliberti; Commissioner Bob; Commissioner Sabatini; and Mayor Morin
III. PRESENTATIONS
16328 Presentation of Certificate of Completion to Mayor Robert Morin
Ron Neibert, City Manager, presented Mayor Morin with a Certificate of Completion in recognition
of his completion of the Institute for Elected Municipal Officials.
IV. AUDIENCE TO BE HEARD
Nan Cobb, President of Lake Eustis Area Chamber of Commerce, announced that the Chamber
no longer has an executive director and cited upcoming events including an event at Bay
Pharmacy
Christine Cruz, Eustis Chicken Club, reported that avian flu has been reported in Tennessee and
asserted that backyard flocks are the safest avenue for chickens. She commented on recent
events she has attended and information she has recently learned regarding terminology and
care of backyard chickens. She commented on the popularity of local feed stores and their
nationwide ranking in the top ten.
Darius Kerrison announced the next comedy show would be April 1st.
Gail Isaac Thomas addressed the Commission regarding a dip in the road on Bates Avenue at
the corner of Bates and Cardinal with Mr. Neibert asking Public Works Director Rick Gierok to
speak with her on the issue.

16311 Ordinance No. 17-01: Voluntary Annexation of City-Owned Properties
Derek Schroth, City Attorney, read Ordinance No. 17-01 by title on second and final reading: An
Ordinance of the City Commission of the City of Eustis, Florida; voluntarily annexing four lots
totaling approximately 0.40 acres of real property located at 701, 708 and 820 Getford Ct. , and
205 Cardinal Street.
Mr Schroth opened the public hearing at 6:11p.m. There being no public comment, the hearing
was closed at 6:11p.m.
A motion was made by Commissioner Bob, seconded by Commissioner Sabatini, to Adopt
Ordinance No. 17-01 on second reading. The motion carried by the following vote:

16313 Ordinance No. 17-02: Small Scale Future Land Use Map Amendment
City-Owned Properties
Mr Schroth read Ordinance No. 17-02 by title on second and final reading: An Ordinance of the City
Commission of the City of Eustis, Lake County, Florida, amending the City of Eustis Comprehensive
Plan pursuant to 163.3187(1) F S.; changing the Future Land Use Designation of 41ots totaling
approximately 0.40 acres of recently annexed real property located at 701, 708 and 820 Getford Ct.,
from Urban Medium in Lake County to Urban Residential and 205 Cardinal Street to Public
Institutional, in the City of Eustis.
Mr Schroth opened the public hearing at 6:12p.m. There being no public comment, the hearing
was closed at 6:12p.m.
A motion was made by Commissioner Bob, seconded by Vice-Mayor Aliberti, to Adopt
Ordinance No. 17-02 on second reading. The motion carried by the following vote:

16314 Ordinance No. 17-03: Design District Assignment City-Owned Properties
Mr. Schroth read Ordinance No. 17-03 by title on second and final reading: An Ordinance of the City
Commission of the City of Eustis, Lake County, Florida; assigning Suburban Neighborhood Design
District Designation to 4 lots totaling approximately 0.40 acres of recently annexed real properly
located at 701 , 708 and 820 Getford Ct., and 205 Cardinal Street.
Mr. Schroth opened the public hearing at 6:13p.m. There being no public comment, the hearing
was closed at 6:13p.m.

Ordinance No. 17-03 on second reading. The motion carried by the following vote:

VII. FUTURE AGENDA ITEMS
Commissioner Bob asked to have a reporl on the pricing of rental facilities with Mr. Neiberl
indicating it would be placed on the agenda under "other business".
Commissioner Sabatini commented on issues of excessive noise and other cities that have noise
ordinances using decibel meters. He asked to have copies of Mount Dora's ordinance provided
to the commissioners and asked to have a reporl by staff in April.
Commissioner Bob asked if there was a current ordinance regarding noise after a cerlain time.
Chief Calhoun explained that currently there isn't much the deparlment can do and expressed
supporl for enactment of an ordinance.
Vice Mayor Aliberli questioned how many complaints the City currently experiences with Chief
Calhoun stated it is not a daily occurrence but the deparlment doesn't have a way to force people
to comply
Commissioner Sabatini explained that some of his suggestions are not because there is a current
problem but to enact quality of life ordinances before there is a problem.
Vice Mayor Aliberli reporled on her attendance at the Florida League of Cities training.
Mayor Morin asked about the state statute regarding convicted sexual offenders and where they
can live . He cited the number living in Eustis and asked to have a reporl and a recommendation
on what can be done as well as a comparison with surrounding cities. He also noted a number
of calls the City has received regarding traffic on Grove Street and asked to have a reporl on the
issues and what is being done.
VIII. COMMENTS
City Commission
Commissioner Sabatini announced that the Amazing Race for Charity would be held April 1st.
Vice Mayor Aliberli noted the upcoming exhibit at the Lake Eustis Museum of Arl and the Vietnam
Veteran's Moving Wall to begin April 27th. She also announced the Buskers Festival on April 8th.
She explained the voting system and increased prizes for the buskers.
Mayor Morin announced the opening of "Ghost" at the Bay Street Theater. He commented on the
number of upcoming events. He noted his recent attendance at the Lake Eustis Sailing Club.
Vice Mayor Aliberli announced the upcoming Poker Run on March 26th to benefit the Vietnam
Veterans' Memorial.

Mayor Morin indicated there would be a change in the monthly car show with a special recognition
of the couple who have been putting on the event.
City Manager
Mr. Neibert announced that a conflict negotiation meeting for the ISBA had been scheduled for
March 27th. He stated they are working on scheduling a date for a joint public hearing with the
other two entities agreeing to Friday, May 12th. It was agreed that the Commissioners would
provide Mr. Neibert their schedules for the week of May 15th.
Mayor Morin announced that all of the area elected officials have been invited to attend the East
Lake County Northwest Orange County Elected Officials meeting on March 24th at 10:00 a.m. in
Mount Dora.
