APPROVED:1/16/2020 MINUTES Regular City Commission Meeting 6:00 PM - Thursday, January 2, 2020 - City Hall INVOCATION: MOMENT OF SILENCE PLEDGE OF ALLEGIANCE: COMMISSIONER ALIBERTI CALL TO ORDER: 6:01 p.m. ACKNOWLEDGEMENT OF QUORUM AND PROPER NOTICE PRESENT: Commissioner Marie Aliberti, Commissioner Emily Lee, Vice Mayor Karen LeHeup-Smith , Commissioner Robert Morin and Mayor Michael Holland 1. AGENDA UPDATE 2. APPROVAL OF MINUTES 2.1 December 5, 2019 - Regular City Commission Meeting December 19, 2019 - Regular City Commission Meeting Moved by Commissioner Lee, seconded by Vice Mayor LeHeup-Smith, to approve the Minutes as submitted . Motion carried by the following votes: Ayes: Commissioner Aliberti, Commissioner Lee, Vice Mayor LeHeup-Smith, Commissioner Morin and Mayor Holland 3. ANNUAL ORGANIZATIONAL ITEMS 3.1 Retiring Mayor's Message for 2019 Mayor Holland thanked the Commission and residents for their support and commented on the events of 2019 citing the following: 1) The passing of a number of individuals and community members including Commissioner Carla Gnann- Thompson, Customer Service Supervisor Alan Milne, and retired Fire Chief Rex Wynn ; 2) The addition of Emily Lee to the Commission ; 3) The completion of Lakeview Avenue and Ardice Street improvements; 4) The completion of Palmetto Plaza; 5) The naming of the Carver Park ballfield after the late Corey Rolle ; 6) The completion of the new dog park in memory of Commissioner Gnann-Thompson; 7) many miles of voluntary annexations including Eustis Middle School; 8) The relocation of the Eustis Chamber of Commerce back to the downtown; 9) The new housing improvement initiative; 10) The implementation of a boat rental vendor on Lake Eustis through the Crazy Gator; and 11) The hosting of a number of events including visits by the Agriculture Commissioner, former Governor now U.S. Senator Rick Scott, and U.S. Congressman Michael Waltz. Mayor Holland then cited upcoming challenges the City faces including the following: 1) Homeless challenges within the community; 2) What is to be done with the former Waterman property; and 3) Implementation of an ISBA (interlocal service boundary agreement) . He commented on the need for the City to work with Lake County to change its boundaries so the City can grow and for the County to treat the City fairly as they have other cities. He then stated the need for the City to be strong in moving forward with the referendum in March for replacement of the community center and expansion of the Carver Park recreation center. He emphasized the need for the Commission to work with the community to make those initiatives happen . 3.2 Appointment of City Clerk as Temporary Chairman Mayor Holland turned the meeting over to City Clerk Mary Montez for the election of Mayor. 3.3 Election and seating of Mayor and Vice Mayor Ms. Montez reviewed for the audience the procedure to be used for the election of Mayor and Vice Mayor. She then opened the floor to nominations. Commissioner LeHeup-Smith nominated Commissioner Holland as Mayor for 2020. Commissioner Aliberti nominated herself as Mayor for 2020. There being no further nominations forthcoming, Ms. Montez called for a motion to close the nominations. Commissioner Morin moved to close the nominations. Commissioner LeHeup-Smith seconded the motion. The motion passed unanimously on a voice vote. Ms. Montez conducted a roll call vote on the nomination of Commissioner Holland as Mayor. Commissioner Holland was elected Mayor on the following vote: Aye: 4 - Commissioner Holland, Commissioner Lee, Commissioner LeHeup-Smith, and Commissioner Morin Nay: 1 - Commissioner Aliberti Ms. Montez announced the election of Commissioner Holland as Mayor on a 4 to 1 vote. She turned the meeting over to Mayor Holland. Mayor Holland opened the floor to nominations for Vice Mayor. Commissioner LeHeup-Smith nominated Commissioner Lee as Vice Mayor for 2020. There being no further motions forthcoming, Mayor Holland called for a motion to close the nominations. Commissioner Morin moved to close the nominations. Commissioner LeHeup-Smith seconded the motion. On a voice vote, the nominations were closed. Mayor Holland called for a voice vote on the election of Commissioner Lee as Vice Mayor. Commissioner Lee was elected Vice Mayor on a unanimous voice vote. 4. AUDIENCE TO BE HEARD 4.1 Darius Kerrison commented on the need for the community to work together in the new decade to make everything happen for the community. He announced the upcoming comedy show to occur on February 18th. Gail Isaac Thomas thanked the Commission for the appointment of the CRA representatives. David Serdar addressed the Commission regarding a family killed in Leesburg by a drunk driver. He emphasized the need for all vehicles to have breathalyzers which would prevent such accidents. Mayor Holland asked everyone to keep the surviving son, who is still in the hospital, in their prayers. 5. CONSENT AGENDA 5.1 Resolution Number 20-04: Authorizing City Manager to execute deed restriction for parking lot at Gottsche and Eustis 5.2 Approval of Commission meeting schedule for 2020 and January 2021 5.3 Approval of Memorandums of Agreement for use of City facilities for 2020 primary, early voting and general election Moved by Commissioner LeHeup-Smith, seconded by Vice Mayor Lee, to approve the Consent Agenda as submitted. Motion carried by the following votes: Ayes: Commissioner Aliberti, Vice Mayor Lee, Commissioner LeHeup-Smith, Commissioner Morin and Mayor Holland 6. ORDINANCES, PUBLIC HEARINGS & QUASI-JUDICIAL HEARINGS 6.1 Resolution Number 20-01: Appointing Commissioners and Staff to various boards and committees Mayor Holland announced Resolution Number 20-01 for the purpose of appointing staff members and Commissioners to various boards and committees. Ms. Montez explained that staff was requesting that the staff appointments be by position rather than by name to insure continuity in the event that there are changes in personnel. She then went through the list of boards and committees asking which Commissioner wanted to be on each board or committee. The boards and committees volunteers for each were as follows: 1) Firefighter and Police Pension Board Liaison: Finance Director or Interim Director or their designee; 2) Ocklawaha Basin Working Group Liaison: Commissioner Morin with the Public Works Director or their designee as alternate; 3) Lake County League of Cities: Mayor Holland as Director with Vice Mayor Lee as alternate; 4) Lake-Sumter MPO Board : Commissioner Morin as Member with Vice Mayor Lee as alternate; 5) PRM Group Health Trust Member: HR Director or designee with HR Technician as alternate; 6) PRM Property and Casualty Trust Member: Finance/Interim Director or designee with Human Resources Director as alternate; 7) Lake Community Action Agency Board Member: Commissioner Aliberti with Commissioner LeHeup-Smith as alternate; 8) City Audit Committee: Mayor Holland; 9) Lake County Education Concurrency Review Committee Member: Commissioner Morin . Moved by Vice Mayor Lee, seconded by Commissioner LeHeup-Smith, to approve Resolution Number 20-01 with the Commission names and staff positions inserted as agreed upon. Motion carried by the following votes: Ayes: Commissioner Aliberti, Vice Mayor Lee, Commissioner LeHeup-Smith, Commissioner Morin and Mayor Holland 7. FUTURE AGENDA ITEMS 7.1 Commissioner Aliberti asked about the previous discussion regarding prohibiting big trucks from parking in the downtown parking lot. Ron Neibert, City Manager, confirmed with the City Attorney that the City did not need an ordinance revision but could just post signs prohibiting the parking of large trucks. He indicated the appropriate signage had been ordered . Commissioner Morin asked about continuing discussions about the new housing program with Mr. Neibert suggesting that he schedule quarterly meetings of the citizen housing committee. CONSENSUS: It was a consensus of the Commission for staff to schedule quarterly meetings for the Housing Committee. Vice Mayor Lee reported there is increased interest in the community in revitalizing the farmer's market, the Bates Avenue resource center and the community garden. She asked to have discussion at a future meeting. 8. COMMENTS 8.1 City Commission Vice Mayor Lee commented on her Christmas with her family. She expressed thanks for being selected Vice Mayor. Commissioner LeHeup-Smith cited her pleasure in Captain Winheim being able to attend the meeting. Commissioner Morin commented on how well the Commission did in the past year. He complimented Commissioner Lee on her selection as Vice Mayor and her work on the Commission. He commended Mayor Holland for his work as Mayor. Commissioner Aliberti concurred with Commissioner Morin's comments. 8.2 City Manager Mr. Neibert asked for the Commissioners to send him their available dates for the next ISBA meeting sometime in the second or third week of January. 8.3 City Attorney - None 8.4 Mayor Mayor Holland also expressed thanks for Capt. Winheim's recovery. He urged the residents to help keep Eustis moving forward in 2020. 9.
