APPROVED:3/2/2017 City Hall City of Eustis, Florida 10 North Grove Street Post Office Drawer 68 Eustis, FL 32727-0068 Meeting Minutes- Final* City Commission Tuesday, February 21, 2017 7:00PM City Hall CALL TO ORDER: Mayor Morin - 7:00 p.m. ACKNOWLEDGEMENT OF QUORUM AND PROPER NOTICE Present: 5 - Commissioner Carla Gnann-Thompson; Commissioner Anthony Sabatini; Vice-Mayor Marie Aliberti; Commissioner Linda Bob; and Mayor Robert Morin I. OTHER BUSINESS 16309 Review of City of Eustis Street Naming Policy Ron Neibert, City Manager, explained that Sections 1 through 5 of the facility naming policy primarily address official street renamings. Section 6 deals with renaming alternatives including honorary street designations. He emphasized that the honorary designations have no legal force and effect. He further explained the purpose of an honorary designation and the flexibility built into the policy. He reviewed the process for proposing an honorary designation. Mayor Morin noted that Paragraph B of Section 6 does refer back to Section 3 for general guidelines. The Commission discussed the following: 1) The purpose of honorary designations to provide a memory of the individual being recognized; 2) The ability for the public to be able to review a person's complete history after they have passed; 3) The need to remove personalities from the issue; 4) Only allowing facilities to be named after deceased individuals; 5) The need to be able to recognize individuals who have provided substantive service to the community while they are alive; 6) The possibility of a living individual being honored and then doing something dishonorable that would require a designation to be revoked; 7) The ability to use other means for honoring living individuals; 8) The need to distinguish the difference between street naming and honorary designation; 9) The process currently used for submittal of a request and how each of the recent requests were submitted and handled; and 10) The possible need for more public notice and a longer time period before final consideration. CONSENSUS: It was a consensus of the Commission to have the following changes brought back for formal Commission consideration: 1) Restricting the facility and street naming requests to individuals who are deceased; and 2) requiring a two hearing process with a proposal brought to the Commission at one meeting with the formal action to be taken at the next meeting. Gail Isaac Thomas confirmed there would be two hearings required and expressed support for notification of property owners on the subject street. Mr. Neibert explained there is an existing requirement for notification of property owners for an official street renaming but not for an honorary designation. 16310 Discussion on City Commission Rules of Order and Governance Guide Mayor Morin asked Vice Mayor Aliberti to review the Governance Guide. Vice Mayor Aliberti read the Governance Guide Code of Conduct during Commission meetings, in the Community and in the organization. She commented on the importance of the guidelines. City of Eustis, Florida Page 1 Printed on 212312017 City Commission Meeting Minutes - Final February 21 , 2017 Mayor Morin explained the Commission wanted to show the audience that they have a code of conduct and want the residents to adhere to the code of conduct as well. He commented on recent give and take between residents and Commissioners during the meeting which needs to not occur. He explained that the Commissioners cannot discuss agenda items other than at the meetings due to the Sunshine Law and they are discussing their opinions for the first time at the meetings. Commissioner Sabatini commented on the need for the executive portion of government to be responsive and quick but that the policy making needs to be slow and deliberate. Vice Mayor Aliberti noted that the Commission does receive the agenda ahead of time and they review it but they need to hear the residents comments at the meetings. II.
