CALL TO ORDER: Mayor Morin - 5:45 p.m.
ACKNOWLEDGEMENT OF QUORUM AND PROPER NOTICE
Present: 4- Commissioner Linda Bob; Commissioner Carla Gnann-Thompson; Vice-Mayor Marie Aliberti ;
and Mayor Robert Morin
I. ORDINANCES, PUBLIC HEARINGS & QUASI-JUDICIAL HEARINGS
18-0127 Resolution No. 18-35: Finding of Necessity for Downtown & East Town
Community Redevelopment Area Expansion
Mary Montez, City Clerk, announced Resolution No. 18-35: A Resolution of the City Commission of
the City of Eustis, Lake County, Florida; relating to community redevelopment pursuant to Chapter
163, Part Ill, Florida Statutes (the "Community Redevelopment Act'}; said resolution being supported
by data and analysis, defining the City of Eustis Community Redevelopment Expansion Area; finding
the existence of conditions in certain areas of the City of Eustis that warrant the expansion of the
Community Redevelopment Area; making a legislative finding that the conditions in the City of Eustis
Redevelopment Expansion Area meet the criteria described in Section 163.340 (7) or (8), Florida
Statutes ("finding of necessity'}; providing for filing with the city clerk; and providing for an effective
date .
Mayor Morin opened the public hearing at 5:47p.m. There being no public comment, the hearing
was closed at 5:47p.m.
A motion was made by Commissioner Bob, seconded by Vice-Mayor Aliberti, to Approve
Resolution No. 18-35. The motion carried by the following vote:
Aye: 4- Commissioner Bob; Commissioner Gnann-Thompson ; Vice-Mayor Aliberti; and
Mayor Morin
18-0128 Resolution No. 18-36: Amendment to 2016 Redevelopment Plan- Downtown
and East Town CRA Expansion Plan
Ms. Montez announced Resolution No. 18-36: A Resolution of the City Commission of the City of
Eustis, Lake County, Florida, amending City of Eustis 2016 Redevelopment Plan by adopting the
Downtown & East Town CRA Expansion Plan, to provide for an expanded Community
Redevelopment Area boundary; and providing an effective date.
Mayor Morin opened the public hearing at 5:49p.m. There being no public comment, the hearing
was closed at 5:49p.m.
A motion was made by Commissioner Bob, seconded by Vice-Mayor Aliberti, to Approve
Resolution No. 18-36. The motion carried by the following vote:
Aye: 4- Commissioner Bob; Commissioner Gnann-Thompson ; Vice-Mayor Aliberti ; and Mayor
Morin

II. CONSIDERATION OF APPOINTMENT OF INTERIM COMMISSIONER
18-0131 Appointment of Interim Commissioner, Seat #2
Mayor Morin asked that the Interim Commissioner applicants retire to the Development Services
conference room to await their turn. The applicants were invited to remain to first hear the process to
be used.
Ms. Montez stated the appointment would be for a partial term to serve until whomever is elected in
November is sworn in. She reviewed the process to be utilized and reminded the Commission that
once a nominee was selected, then the Commission would approve Resolution No. 18-37 to formally
appoint the nominee after which she would administer the Oath of Office.
At that time, the applicants left the Commission Room and the Commission began the interviews.
Each candidate was then allowed three minutes to give a presentation and answered any questions
from the Commissioners. The following applicants addressed the Commission: Bill Gay; James
Hagarty; Lorenzo Hagins, Michael Holland, Karen LeHeup-Smith, Charles McMaster, Monte Stamper
and Leonard Wheeler.
Mayor Morin opened the floor to nominations at 6:18p.m.
The Commissioners commented on the application process, attributes necessary for an Interim
Commissioner and thanked the applicants for their interest in serving.
Mayor Morin opened the floor to nominations at 6:23p.m.
Vice Mayor Aliberti nominated Michael Holland.
Commissioner Bob nominated James Hagarty.
Commissioner Bob also nominated Karen LeHeup-Smith.
Commissioner Gnann-Thompson moved that the nominations be closed. Vice Mayor Aliberti
seconded the motion. On a unanimous vote, the nominations were closed.
On the appointment of Michael Holland, the vote was 3 to 1 as follows:
Aye: 3 - Vice Mayor Aliberti, Commissioner Bob, Mayor Morin
Nay: 1 - Commissioner Bob
On the appointment of James Hagarty; the vote was 1 to 3 as follows :
Aye: 1- Commissioner Bob
Nay: 3 - Vice Mayor Aliberti, Commissioner Bob, Mayor Morin
On the appointment of Karen LeHeup-Smith, the vote was 1 to 3 as follows:
Aye: 1 - Commissioner Bob
Nay: 3 - Vice Mayor Aliberti, Commissioner Bob, Mayor Morin
Ms. Montez announced that Michael Holland was the successful applicant.

18-0132 Resolution No. 18-37: Appointment an Interim Commissioner to Seat #2
Ms. Montez announced Resolution No. 18-37: A Resolution of the City Commission of the City of
Eustis, Lake County, Florida, appointing a qualified elector (voter) and resident of the City of Eustis to
fill a vacancy created on the Eustis City Commission through the resignation of one of its members;
such appointment to be made on an interim basis until a newly elected city commission member is
qualified.
A motion was made by Vice-Mayor Aliberti, seconded by Commissioner Gnann-Thompson, to
Approve Resolution No. 18-37 for the appointment of Michael Holland as Interim
Commissioner. The motion carried by the following vote:
Aye: 3- Commissioner Gnann-Thompson ; Vice-Mayor Aliberti ; and Mayor Morin
Nay: 1 - Commissioner Bob
III. SWEARING-IN OF NEW COMMISSIONER
Ms. Montez administered the Oath of Office to Michael Holland as Interim Commissioner, Seat #2.
