CALL TO ORDER: Mayor Bob - 4:30 p.m.
ACKNOWLEDGEMENT OF QUORUM AND PROPER NOTICE
Present: 5- Linda Bob; Albert Eckian; Michael Holland; Karen LeHeup-Smith; and Kress Muenzmay
I. Workshop Item
14182 City Manager Finalist Review and Selection
Dianne Kramer, Acting City Manager, asked the Commissioners to be very frank regarding their
assessments of the applicants and provide information regarding why they may be interested in a
particular applicant. She phoned Andrea Battle-Sims to bring her into the meeting.
Ann Isaacs, Human Resources Director, reviewed the discussion from the first workshop and the
progress since that meeting noting Ms. Battle-Sims addition of Robert Middaugh and two late
applicants - Matthew Morton and Robert Smith.
II. Commission Discussion
The Commission questioned how many applicants they are looking to interview with Ms. Battle-Sims
recommending that three to five be selected for the final interviews.
The Commission discussed possibly postponing the decision until January due to the upcoming
election.
Ms. Battle-Sims stated that if the Commission decides to postpone she would contact all of the
semi-finalists, particularly Mr. Butler and Ms. Toney-Deal, regarding the postponement and their
interest in remaining a candidate.
CONSENSUS: Following further discussion regarding the current state of the City, it was a consensus
of the Commission to proceed with review of the candidates.
Ms. Battle-Sims reviewed her pros and cons for Jack Butler with a consensus of the Commission for
Mr. Butler to be brought back for the formal interviews with the Commission.
Ms. Battle-Sims then reviewed her pros and cons for Elizabeth Ann Toney-Deal with a consensus of
the Commission for Ms. Toney-Deal to not be brought back for the Commission interview.
Ms. Battle-Sims then explained that she had not interviewed the remainder of the applicants. She
stated that if the Commission wanted any of the remaining applicants moved forward in the process,
then she would interview them and provide a similar list of pros and cons for each one selected. She
proceeded with reviewing the background information and any additional information for each of the
remaining applicants that the Commission had previously expressed an interest in receiving additional
information about.
CONSENSUS: It was a consensus of the Commission to move the following applicants forward in the
process: Matthew Morton, James Palenick and Gary Shimun.

Ms. Battle-Sims stated she would proceed with interviewing Mr. Morton, Mr. Palenick and Mr. Shimun
and have them complete the career navigator and prepare essays regarding accomplishments. She
estimated it would require a week to ten days for the applicants to complete those items. She noted
her company would attend the ICMA conference in September and asked if the Commission would be
willing to consider any late applicants.
CONSENSUS: It was a consensus of the Commission to consider late applications.
The Commission questioned when the background checks would be completed with Ms. Battle-Sims
explaining they would complete the background checks and reference checks after an applicant has
been selected as a finalist.
The Commission requested to receive copies of raw data from the background searches with Ms.
Battle-Sims indicating she could send all of the information they obtain from Lex us Nexus; however,
the remaining information is obtained from a vendor that obtains information regarding vehicles, credit
checks, etc.
The Commission discussed the feasibility of keeping the interviews scheduled for September 23rd,
Commissioner planned absences in the subject timeframe, and number of references checked for
each applicant.
CONSENSUS: It was a consensus of the Commission to hold a workshop on September 18th at
4:45p.m. in the Development Services Conference Room and to decide the date for onsite interviews
at that time.

IV. Commission Direction
CONSENSUS: It was the consensus of the Commission for Ms. Battle-Sims to interview Matthew
Morton, James Palenick and Gary Shimun and have them complete the career navigator and essay,
to allow late applications to be submitted for consideration and to hold a workshop at 4:45p.m. on
September 18, 2014, in the Development Services conference room so that Ms. Battle-Sims could
attend via teleconference. It was also agreed that the date for the onsite interviews would be
determined at that workshop .
