City Commission Workshop Meeting

CALL TO ORDER: 5:32 p.m.
ACKNOWLEDGEMENT OF QUORUM AND PROPER NOTICE
PRESENT: Vice Mayor Karen LeHeup-Smith, Commissioner Robert Morin, Commissioner
Marie Aliberti, Commissioner Emily Lee and Mayor Michael L. Holland
1. WORKSHOP ITEM
Draft Five-Year Capital Improvement Plan
Rob Visser, Deputy Finance Director, provided an overview of the FY2020-2024
Capital Improvement Plan and explained the purpose of a capital improvement
plan and the prioritization of projects. He reviewed the major projects to be
included in the FY19-20 budget and dollar amounts as follows: 1) Street
resurfacing - $349,812; 2) CRA housing rehabilitation - $250,000; 3) Police vehicle
replacement - $175,000; 4) Sewer infiltration north end - $400,000; 5) Main WWTP
expansion engineering - $600,000; and 6) Eastern reclaim ground storage -
$1,226,250.
Mr. Visser then provided an analysis of the CIP funding over the next five years for
a total of $34,163,267. He reviewed the expenditures by category and the projects
by fund including Sales Tax Fund, CRA, Stormwater Fund and Water & Sewer
Fund.
The Commission asked about the high project total for year five with Ron Neibert,
City Manager, explaining the main project that year is the wastewater treatment
plant expansion.
Mr. Visser then explained the next steps in the budget preparation process.

3. PUBLIC INPUT
Monica Buggs asked about the CRA projects and previous plans to construct a
sidewalk from Glover to Palmetto Street and whether or not a scoreboard for
Carver Park is included in the budget.
Mr. Neibert stated he is unaware of an organized league at this time that would
benefit from a scoreboard . He indicated that if the coach will contact him with a
roster and schedule of games, then it could possibly be considered. He indicated
he would ask the Public Works Director about the sidewalks.
Horace Jones, Eustis Housing Authority director, asked about the $250,000 in the
CRA budget for the housing project with Mr. Neibert explaining that is the City's
match for the CDBG application with the planned total for the project being
$1,000,000.
