Neu, Recording Secretary OTHERS PRESENT: Katrina Dempsey, HPB Attorney CALL TO ORDER Chairperson Kalus called the regular meeting to order at 5:37 P.M . The Pledge of Allegiance was conducted. Roll call was taken . APPROVAL OF MINUTES Mr. McGrath made a Motion to approve the minutes of the January 14, 2013, Regular Meeting . Ms. Coleman seconded. Motion carried via voice vote . PUBLIC INPUT None. February 11 , 2014 Eustis, FL Historic Preservation Board (HPB) Special Meeting  NEW BUSINESS A. Certificate of Appropriateness - 2014-COA-01 Lori Barnes, Senior Planner, presented application from Simmon's Performance Roofing to replace the existing shingle roof on the residence at 403 S. Mary Street. The existing roof is a three-tab composition shingle that is dark reddish brown in color and is in poor repair. The roof is over 25 years old. The Applicant is proposing replacement with a 2-piece laminated fiberglass shingle based construction in a colonial slate color (sample provided). Development Services reviewed the application and finds that the existing roof shingle is not historic; it does not provide any distinctive architectural features. The new shingle has multi-layer panels that produce three-dimensional profiles which is in keeping with the character of original roof features . The shingle is thicker, heavier and superior to the basic three-tab shingles. The proposed shingle has greater fire and wind resistant than the existing shingle and the color chosen will complement the existing exterior finish of the house. Mr. & Mrs. Simmon answered questions from the Board regarding the roofing materials and installation techniques. Motion was made by Mr. McGrath to approve the application for re-roof of the residence at 403 S. Mary Street, 2nd by Mr. Broden . Motion approved via voice vote. B. Review of State of Florida Division of Historical Resources Historic Preservation Grants Program (Small Matching Grants and Special Category Grants). Lori Barnes provided a slide show presentation outlining the State's Historic Preservation Resources : Grants funding is available to: State Agencies , State Universities, Non-Profit Organizations, Units of Local Government, Cities, Towns and Counties. TYPES OF GRANTS: Historical Preservation Small Matching Grants: • Community Education • Survey & Planning • Historical Marker • National Register Nomination • Acquisition & Development • Main Street Rural Economic Development Initiative (REDI) • Available to rural counties that meet specific economic distress requirements -The City of Eustis and Lake County do not meet the Grant requirements. February 11. 2014 Eustis . FL Historic Preservation Board Special Meeting  Special Category Grants • Two (2) year grant period with awarded amounts ranging from $50,000- $350 ,000 . • Application period opens September 1, 2014 with deadline to submit an application is October 31 , 2014. • Florida Historical Commission reviews and ranks the applications at a public meeting each fall. • Awarded funding is available July 1, 2015. Lori Barnes provided Board Members with a list of all Grants that the City of Eustis has obtained through the Historic Preservation Grant Program. Grants awarded to the City of Eustis total $872,000 .00. Discussed City's position in applying for Grants , Mr. Kalus inquired if there are any sites on the City's radar that would be significant to applying for a Grant. Discussed City's current GIS System and the possibility of the City to apply for a Grant to develop a more in-depth layered GIS system. It is not the traditional realm of a Grant Planning request, however, if our intent is to share information with the public, it is a possibility. Ms. Barnes will check in to and report back at next meeting. Ms. Barnes, if the desire of the Board and City Commission is to pursue grant funding - we could use funding to update all of our surveys before 1965 and Egypt Town 1968 Lori to check to see if it will fit in to Survey and planning grants, and capability of City's current GIS technology. OLD BUSINESS Review of Eustis Historical Site Survey - Mr. Kalus tabled Old Business until next meeting. BOARD MEMBER REPORTS Ms. Coleman - Reported that church on Orange Avenue seems to have a new tenant. Mr. Kalus - Questioned Historical District noted in previous meeting's minutes. Mr. MrGrath - Explained he was inquiring about area of Grove Street for Historical District. Ms. Barnes will find out when the City's next CRA meeting is scheduled and will advise the Board. Ms. Barnes noted that Historic Designation needs to be started at a Grass Roots level , with Main Street no longer being in existence , she recommended reaching out to neighbors , friends , relative , to see if there is still an interest, and/or to generate some enthusiasm .
